With the acceleration of urbanization and industrialization and the improvement of economic development,China has become the world’s largest carbon emitter.According to the EDGAR 2019 report,China’s global share of carbon emissions in2018 has far exceeded the combined carbon emissions of the EU and the United States,and the overall level of China’s carbon emissions will have a profound impact on the global environment.Under the commitment and pressure of "carbon peaking in2030 and carbon neutrality in 2060",controlling the overall level of carbon emissions and improving carbon emission efficiency is an important task for my country to reasonably respond to climate change and sustainable development in the future.As the main body responsible for environmental protection,local governments will inevitably affect the production structure,factor allocation,industrial agglomeration and other factors closely related to industry while driving large-scale industrial development through the low-cost investment strategy of "seeking development with land".And ultimately have a direct or indirect impact on the level of carbon emission efficiency of industrial activities.Based on the above background,studying the relationship between local government’s industrial land price distortion and carbon emission efficiency has important reference significance for effectively regulating the government’s rational use of land and realizing regional green coordinated development.On the basis of systematically sorting out the influence effect of land transfer behavior and the influencing factors of carbon emission efficiency,this paper takes279 prefecture-level cities from 2010 to 2017 as the research object,and comprehensively uses China Land Market Network,China Urban Statistical Yearbook,China Energy Statistical Yearbook,and uses the super-efficiency SBM-DEA efficiency measurement model to accurately measure carbon emission efficiency;uses GIS spatial analysis technology to descriptively analyze the distortion degree of local government industrial land prices and carbon emission efficiency;further combined with the econometric regression model.This paper empirically tests the impact of urban-scale local government industrial land price distortion on carbon emission efficiency and its internal mechanism,and discusses the heterogeneity based on different regions and different urban attributes.The results of the study found that during the observed sample period:(1)The deepening of local government industrial land price distortion will inhibit the improvement of carbon emission efficiency,and the impact is obviously heterogeneous.The specific manifestations are as follows: in the economically backward western regions,non-resource cities,and declining cities among resource-based cities,the deepening of the distortion of the local government’s industrial land price has an inhibitory effect on carbon emission efficiency,compared with those with better economic development levels.The eastern and central regions,resource-growing,resource-mature and resource-renewable cities are more significant.(2)The distorted behavior of local government industrial land price can affect carbon emission efficiency by affecting the industrial agglomeration effect and low-end lock-in effect.Formation,the low-end lock-in effect further inhibits the improvement of carbon emission efficiency;the industrial agglomeration effect inhibits the improvement of carbon emission efficiency in the early stage,and the inhibition effect on carbon emission efficiency in the middle and late stage is not significant.Therefore,considering the two mechanisms,since the proportion of low-end industries is larger than that of non-low-end industries,the industrial agglomeration effect caused by the distorted behavior of local government industrial land prices is most likely to be based on low-end technology.The agglomeration of dominant industrial sectors,which adversely affects carbon emission efficiency.Based on this,this paper puts forward corresponding policy suggestions,including accelerating the market-oriented reform of land elements,improving the performance evaluation standards of government officials,exploring individual comparative advantages,actively exploring new models of economic development,promoting the upgrading of industrial structures to high-level,and realizing green and low-carbon.Transformation,and strive to improve the efficiency of carbon emissions by adjusting the government’s industrial land transfer behavior to achieve a win-win situation for the economy and the environment.
