Case Study On Cost And Pricing Of Township Sewage Treatment In Beijing

"Beautiful countryside" is the goal of building a new socialist countryside.The quality of township sewage treatment is the basis for ensuring the construction of beautiful countryside.Relevant departments in all localities have earnestly implemented the requirements of the central deployment and invested a lot of funds and manpower in the construction of township sewage treatment plants,but the sewage treatment effects in different regions are uneven.The reasons are as follows:first,due to the high cost of sewage treatment,many sewage treatment projects can not afford to be built and used;Second,there is a large gap in financial allocation,and the funds invested by the central government in Township environmental treatment are far lower than the needs of township sewage treatment;Third,the sewage treatment pricing mechanism is not perfect,and the sewage treatment charging policy in most township areas can not meet the interests of the government,enterprises and residents at the same time.Therefore,it is urgent to build a cost-effective model suitable for township sewage treatment in China and explore a pricing mechanism suitable for the economic development of different regions.This paper adopts the methods of literature research and empirical research,starting from the overall treatment of township sewage treatment in China.Firstly,based on the development history of township sewage treatment and relevant policy documents,this paper briefly introduces the current situation of sewage treatment in Beijing,and discusses the reference of advanced areas of township sewage treatment to Beijing.Then it compares and analyzes the cost composition of township sewage treatment and the sewage treatment charging policies in different regions,and explores the existing problems of township sewage treatment in China.In this paper,the whole sewage treatment project is regarded as a whole,and the cost accounting model of sewage treatment project is constructed by using the whole life cycle cost model,which is based on the cost accounting model.By analyzing the influencing factors,pricing principles and pricing difficulties of sewage treatment pricing,a set of pricing methods suitable for township sewage treatment are formulated.The case analysis part takes a township sewage treatment project in Beijing as an example,uses the constructed life cycle model to calculate the cost,and then obtains the sewage treatment charge price according to the relevant data and calculated cost of the sewage treatment enterprise,and analyzes whether the price is reasonable and effective.Finally,in view of the high cost of township sewage treatment,this paper puts forward reasonable measures,optimizes the sewage treatment price supervision system based on the cost standard,and steadily promotes the methods of zoning,quality and grading pricing and charging,so as to ensure the smooth implementation of the sewage treatment price system.
