China’s rapid economic development is accompanied by ecological concerns that are thought-provoking.In the "2020 Global Environmental Protection Performance Index(EPI)",jointly launched by Yale University and Columbia University,China ranked 120 th out of 180 countries,with a low environmental performance index,although China’s ecological civilization strategy has been promoting,environmental performance is still very unsatisfactory.In response to the severe situation of tightening natural resource constraints,intensifying pollution problems,and severe ecological decline,the 19 th Party Congress report elevated the construction of socialist ecological civilization to the national level and included it in the national "five-in-one" development strategy layout.The comprehensive green transformation of the 14 th FiveYear Plan and the "double carbon" target have strengthened the environmental orientation of economic development.Under the dual constraints of resources and environment,eco-technology innovation is an effective way to achieve economic,environmental and social benefits.Mining industry as a key regulated industry with high pollution and carbon emissions,green production and low-carbon actions are the inevitable path for highquality development of mining industry.Despite the increasing layers of government environmental regulations,environmental problems of mining enterprises are still frequent and environmental misconduct continues to aggravate ecological problems,while the number of environmental violations of mining enterprises is found to be high and the eco-innovation behavior of mining enterprises is of great concern.Although the Porter hypothesis has confirmed that appropriate environmental regulation can effectively promote eco-innovation in mining enterprises,there is no consensus on the way in which environmental regulation can promote eco-innovation in mining enterprises.In view of this,taking into account China’s national conditions and other factors,the thesis uses the central environmental protection inspector as an environmental protection regulatory instrument,and examines whether the incentives and pressure signals conveyed by the central environmental protection inspector have an impact on the eco-technological innovation of mining enterprises based on relevant theories such as institutional theory,stakeholder theory,resource base theory,and innovation theory.The study firstly adopts the grounded theory to construct an eco-innovation impact framework under the central environmental protection inspectors,and on this basis extracts the factors influencing eco-technology innovation of mining enterprises.secondly,the fs QCA approach is applied to explore the impact of eco-technological innovation performance of 193 listed mining companies in China under the central protection inspectors based on relevant influencing factors.It is found that(1)there are seven major influencing factors of central environmental protection inspectors to promote eco-innovation,of which five elements can be extracted as influencing factors for eco-technological innovation in mining enterprises,namely: industrial transformation and upgrading,social concern,compaction enterprises,policy regulation and financial support;(2)command-and-control environmental regulation can indeed promote eco-innovation of mining enterprises,and the weak Porter hypothesis is verified;(3)Single factors such as policy regulation,financial support and social transmission do not constitute the necessary conditions for technological innovation performance of enterprises,and the explanatory power of individual antecedents is weak,and the combination of multiple antecedents is necessary to explain;the high level of innovation performance of mining enterprises is generated by the coordination of multiple factors,and there are three matching patterns of high level innovation performance behavior: support-pull,pressure-driven and internal and external cooperation,while the low level of innovation performance behavior has two modes of adaptation: conformist and pressure-driven.In addition,the heterogeneity analysis reveals that there is a more focused differentiation path among different industries;(4)In the analysis of different combination paths,there are substitution relationships among the factors.Finally,the paper proposes corresponding countermeasures to promote the development of high-level eco-technological innovation performance of mining enterprises.Based on the findings of the study,suggestions and reflections are presented from the government,enterprises and society respectively.It aims to provide some theoretical basis and empirical evidence for the implementation and improvement of China’s command-and-control environmental regulation policies and regulations,as well as a reference for enterprises to rely on policy tools to achieve high level of ecotechnological innovation performance for decision-making. |
