| Since the reform and opening up,China’s economic development has achieved a great leap, but it has also brought many problems to the environment. With the transformation of China’s economic growth model and the proposal of the "Double carbon" goal, how to solve environmental problems and economic development has become the focus, and the impact of environmental regulation is particularly critical. In the process of industrial structure upgrading and economic growth transformation,high-tech industry has become a strong force driving economic growth. Therefore, this thesis explores and analyzes the relationship between environmental regulation and the development of high-tech industry. On the basis of combing the existing literature and related theories, this thesis uses the combination of mathematical derivation and empirical analysis to explore and verify the internal mechanism and influence characteristics of environmental regulation on high-tech industry from the perspectives of output value scale and technological innovation level of high-tech industry.Firstly, based on the OLG model and the relevant theoretical basis, this thesis constructs a mathematical model of the impact of environmental regulation on high-tech industry, and draws the relevant conclusions of environmental regulation and the development of high-tech industry.Secondly, this thesis uses factor analysis to construct the intensity index system of environmental regulation in 31 provinces and cities from 2004 to 2018.Then,using the data of 31 provinces and cities in China from 2004 to 2018,using the intermediary effect model and quantile regression model, this thesis studies and analyzes the impact of environmental regulation on the output value scale and technological innovation level of high-tech industry, and verifies the conclusions of the theoretical part.In addition, this thesis further analyzes the heterogeneity from the level of high-tech industry, and explores the different effects of environmental regulation on the subordinate industries of high-tech industry. The main conclusions are as follows:(1)Environmental regulation affects the development of high-tech industry by affecting the R&D investment and healthy human capital investment of enterprises, and the effect of these two paths also changes differently with the change of environmental regulation intensity. Finally, the impact of environmental regulation on the development of high-tech industry presents a complex situation.(2)There is an inverted U-shaped curve between the intensity of environmental regulation and the growth of the overall output value of high-tech industry. When the intensity of environmental regulation is small in the initial stage, increasing the intensity of regulation can further improve the overall output value of high-tech industry. When the intensity of environmental regulation is large,it will reduce the growth of the output value of high-tech industry; For different sub industries under the high-tech industry, the change trend of industrial output value scale is similar to that of the overall hightech industry, but for different industries, each industry has its own optimal environmental regulation intensity and has a large gap.(3)Environmental regulation can improve the technological innovation level of the whole high-tech industry, and this promotion effect gradually slows down with the increasing intensity of environmental regulation. There is a curve characteristic of overall positive and marginal decline between them; For different sub industries under high-tech industry, this law is still applicable, but there is an obvious gap in the promotion effect of environmental regulation on the level of technological innovation in different industries. Finally, according to the above conclusions, this thesis gives corresponding policy suggestions from the dimensions of overall industry level, sub industry level and policy implementation. This thesis has 6 pictures,22 tables and 120 references. |
