Prefabricated buildings can improve the sustainability of the construction industry in terms of economy,environment and society.Therefore,our government has formulated a series of incentive policies to guide market players to transit from traditional construction methods to prefabricated construction methods.Prefabricated Buildings Adopt a New Prefabrication and Construction Method,Prefabricated building is a new prefabricated manufacturing and construction method,which is quite different from the traditional cast-in-situ construction method.Therefore,the increasing complexity in the construction stage has led to the change of influencing factors of safety risks and the unpredictability of their occurrence forms,which challenges the traditional safety management methods.Resilience theory is applied to safety science as a new safety management method.It is mainly used in complex social technology systems to provide new ideas for safety problems and accident treatment methods in active management.It can effectively deal with uncertainty in high-risk working environment.Therefore,this paper combines the resilience theory with the safety management in the assembly construction stage to describe the resilience of the safety management in the construction stage in the whole process of dealing with destructive shocks.Through the toughness analysis of safety management in prefabricated construction stage,the traditional safety management evaluation index is supplemented,and then the safety management is transformed from traditional passive to active,so as to improve the effectiveness of safety management.This paper expounds the related concepts of prefabricated construction stage,introduces the relevant safety management theory and toughness theory,and analyzes the applicability and toughness connotation of toughness theory in the safety management of construction stage.On this basis,the investigation method and literature analysis method are adopted to conduct in-depth analysis on the development status and problems of safety management and evaluation in the stage of prefabricated construction.It is pointed out that the traditional safety management method is not suitable for the assembly construction stage,and the toughness theory is needed to make up for the shortcomings of current safety management.However,the current index system of safety management evaluation does not match and is not comprehensive,so it is impossible to promote the development of new safety management methods through evaluation.Therefore,in order to promote the innovation of safety management,the resilience of safety management performance in the whole process before,during and after the destructive interference event in the construction stage is comprehensively evaluated.This paper uses the literature analysis method to identify indicators from the seven subsystems of safety management and the four resilience characteristics.Subsequently,by using the questionnaire method,35 indicators were selected from the dimensions of maintenance,response,recovery and optimization of the four resilience characteristics,and the resilience index system of safety management in prefabricated construction stage was constructed.The weight of toughness index was calculated by G1 method,CRITIC method and additive synthesis method.And use cloud model to evaluate.Finally,the article selected LZ city assembly building project evaluation.The evaluation results show that the safety management in the construction stage of the project is of medium toughness.The evaluation results verify the feasibility of the evaluation model,and according to the evaluation results,the improvement and optimization measures are put forward for the management link with low toughness.
