Research On Emergency Management Of Urban Rail Transit Based On PPRR Model

With the acceleration of urbanization,urban residents’ demand for transportation has increased dramatically.As an emerging transportation mode,urban rail transit has the advantages of space saving,punctuality,fast travel speed and large capacity,which has become a killer application to relieve traffic congestion in major cities.However,because the urban rail transit operation area is located underground,the space is relatively closed,and the stations and driving routes are mostly built in the populated areas,the chance of emergencies is sharply increased by this influence.Throughout the history of urban rail transit development,crises such as explosions,fires and terrorist attacks have been common,many of which have caused a large number of casualties,seriously damaged the image of the government and shook the cornerstone of social stability.History warns us with the lessons of blood and tears that once urban rail transit emergencies occur,if not handled properly,the negative impact on society will be difficult to predict.The construction of emergency management system for urban rail transit is crucial and must not be ignored or taken lightly.Therefore,it is necessary to build and improve urban rail transit emergency management system for urban safety and long-term development,whether for domestic cities that are already operating urban rail transit now,or cities that are building urban rail transit,or cities that are preparing to build urban rail transit.By collecting the current situation of urban rail transit emergency management research at home and abroad,the author realized the importance and contemporary significance of studying urban rail transit emergency management,so this thesis takes Nanchang Metro as the research object and systematically analyses the current situation of Nanchang Metro emergency management by using various forms such as field trips to Nanchang metro and interviews with Nanchang Metro employees.Based on Rosenthal PPRR Crisis Management Model,and supplemented by Collaborative Governance Theory as a guide,from the four perspectives of scientific prevention,comprehensive preparation,rapid response and recovery afterwards,the author compares with the successful practical experience and specific examples of urban rail transit emergency management in Japan,Germany,the United States and other foreign countries,and discusses the existing problems of the existing emergency management of Nanchang Metro.The author believes that there are still the following problems in the emergency management of Nanchang Metro: emergency pre-warning is not comprehensive,emergency supervision is not strict,emergency plans are not perfect,emergency drills are not effectual,emergency publicity is not extensive,emergency supplies are not sufficient,emergency team is not professional,emergency linkage is not coordinated,social forces are not be paid attention to,afterward disposal is not in place,and so on.Therefore,from the aspects of perfecting the emergency pre-warning and surveillance mechanism,strengthening the daily emergency monitoring,optimizing and updating the emergency planning system,improving the quality of emergency drills,raising public awareness of the crisis,strengthening the security of emergency supplies,intensifying the construction of professional emergency team,setting up the unobstructed information dissemination mechanism,encouraging the broad involvement of social forces,improving the level of afterward disposal and so on,the author puts forward the targeted suggestions on optimizing and improving the emergency management of Nanchang Metro.Hoping these suggestions can help Nanchang Metro in improving the level and capacity of emergency management.Urban rail transit is a crucial part of the urban transportation system in the new era.Effectively ensuring the safety of urban rail transit’s daily operation and construction is a major matter of livelihood for city security,social stability and government image.Only by understanding the development characteristics and rules of emergencies,establishing a scientific and perfect emergency management system,attaching importance to pre-warning and preparation beforehand,improving the response speed and disposal efficiency during the incident,and making good aftercare and summary afterwards,can urban rail transit blossom into a more eye-catching glory in the future.
