Exploring China’s Optimal Implementation Path Of Municipal Waste Separation Policy From A Perspective Of Multi-party Cooperation

Today,China is a major producer,but production,consumption and decomposition are indispensable.In today’s context,it is beyond the power of one party to decompose and digest what we produce and consume,and to realise the 13 th Five-Year Plan’s proposal to strengthen the linkage between the separation and recycling of domestic waste.Waste separation policies directly determine the effectiveness of waste separation and recycling,while the effectiveness of front-end separation directly reflects the acceptability and effectiveness of waste treatment industrial policies.In particular,after the introduction of multiple subjects to participate in the classification of municipal domestic waste,it is important to study the implementation effect of the industrial policy on municipal domestic waste treatment from the perspective of different participating subjects.In the process of policy implementation in the municipal waste treatment industry,different policy implementation paths are formed by the two-by-two cooperation of different participating subjects using different cooperation mechanisms.This paper constructs a conceptual model of tripartite interaction in the waste treatment industry and identifies 12top-down policy implementation paths in the waste treatment industry;determines the attributes that the public is most concerned about in the process of policy implementation based on a public survey based on social networks and a personal survey based on questionnaires,applies the LDA model to divide the topics and constructs an index system for evaluating the effectiveness of industrial policy implementation;uses the DEMATEL-ANP evaluation model The DEMATEL-ANP evaluation model is used to analyse the mutual influence and importance of the evaluation indicators;the multi-criteria decision analysis(MCDM)is combined to rank the implementation effectiveness of different policy implementation paths and propose corresponding optimisation paths,thereby improving the implementation effectiveness of the waste treatment industrial policy.Further,a dynamic analysis model based on MCDM is proposed to evaluate the implementation effects of different industrial policies,taking into account the sustainability of the multi-linked municipal waste treatment industry.The research results show that: in the process of waste disposal industrial policy implementation,public participation in waste classification has the highest centrality of attitudes and behaviors,and has a relatively large degree of influence on the whole system of waste classification industrial policy implementation;resource yield is the most important criterion affecting the participation of all parties in waste classification implementation,and has a strong positive effect on the willingness of enterprises to participate in waste disposal,while certain incentive policies can well mobilize public The implementation policy ppp model-compulsory model-commissioned model(P3)shows the smallest gap(0.276),ranking first as the best choice;in addition,the overall implementation effect of the compulsory policy is better than that of the guidance policy,and the policy restraint supervision is needed at the early stage of policy implementation to ensure the implementation effect of the policy;this paper’s evaluation of the industrial policy of municipal domestic waste classification and treatment This paper evaluates the implementation path based on multidisciplinary intersection and theories and methods,and optimizes the implementation effect of urban waste treatment industrial policy based on the actual situation in China.The research method system provides reference for me to optimize the implementation effect of other industrial policies,and helps promote the sustainable development of China’s waste treatment industry.
