Study On The Implementation Problems And Countermeasures Of Household Waste Separation Policy In Xi’an

The problems of water pollution,air pollution and household garbage siege caused by urban domestic waste have seriously affected people’s production and quality of life,and are getting more and more attention from all walks of life.Urban garbage management has become one of the important issues of social governance of the current government.The city of Xi’an started to carry out urban domestic waste classification management as early as 1998,but it seems that,on the whole,some of the pilot work of domestic waste classification management in Xi’an is not durable enough and the overall effect is not obvious.This paper analyzes the implementation status of urban domestic household waste sorting policy in Xi’an from the research perspective of public policy implementation under the guidance of Smith’s model theory and circular economy theory.The research is divided into the following four aspects: First,relevant concepts and theoretical foundations.The two core concepts of municipal domestic waste and policy implementation are identified based on the existing literature and the relevant materials reviewed,and the specific connotations of the Smith model theory and circular economy theory are introduced to discuss the applicability of the theory to analyze the implementation of waste separation policy.Second,the policy system and evolution of domestic waste classification in Xi’an.Information about the policy and the current status of waste separation governance,including the background of its formulation,development history,main contents and characteristics,is obtained through relevant government portals.Third,a field study of some citizens in Xi’an was conducted to analyze the current status of the waste separation policy in Xi’an from three aspects: residents’ attitudes toward the waste separation policy,city residents’ own practices,and the reasons for the inadequate waste separation efforts.Fourth,based on the Smith’s policy implementation model,we analyze the reasons for the difficulties in the implementation of the waste separation policy based on the four factors,and lay the foundation for improving the implementation effect.The paper proposes countermeasures in terms of improving the policy itself,enhancing the implementation ability of the implementation body,improving the enthusiasm of the target group to participate and optimizing the policy environment.This paper takes public policy implementation as the research perspective,uses the Smith model as the analytical framework of this study,combines public goods theory and externality theory,investigates the current situation of urban domestic waste sorting policy in Xi’an through interviews,makes an analysis of the implementation of urban domestic household waste sorting policy in Xi’an,summarizes the application effect and puts forward feasible countermeasures and suggestions on the basis of comparative research.It contributes to the improvement of the waste separation policy system in Xi’an,and has strong practical significance for the improvement of household waste separation in Xi’an.
