With the arrival of the new development stage,industrial agglomeration and pollution control have become the two main themes of promoting green development in China.From the distribution of industrial pollution in China,the Beijing-Tianjin-Hebei urban agglomeration is one of the most serious industrial pollution areas in China,and a large number of industrial enterprises are gathered in this area.Superficially,industrial agglomeration in urban agglomeration will increase energy consumption and aggravate pollution emission,and the two are positively correlated.However,as an efficient and compact spatial development mode,industrial agglomeration is also convenient for centralized pollution control,sharing of infrastructure,sharing and innovation of green technology,etc.,which can alleviate pollution emission to a certain extent.Therefore,there is a complex relationship between industrial agglomeration and pollution emission in urban agglomeration.This paper discusses the relationship between industrial agglomeration and pollution emission in The Beijing-Tianjin-Hebei urban agglomeration,which is a key urban agglomeration in China,and is conducive to the construction of high-quality industrial pattern and the realization of green,coordinated and sustainable development in the region.Firstly,from the theoretical level,this paper comprehensively considers the characteristics of urban agglomeration and analyzes the influence mechanism of industrial agglomeration on pollution emission in urban agglomeration.Secondly,the present situation of industrial agglomeration is analyzed from two perspectives of industrial agglomeration structure and industrial agglomeration degree,and the present situation of pollution emission is analyzed from two perspectives of pollution emission and pollution emission intensity.Thirdly,by constructing a spatial econometric model and introducing control variables such as environmental regulation,industrial structure,science and technology level,economic development level,foreign investment and energy consumption,this paper analyzes the specific relationship between industrial agglomeration and pollution emission in the BeijingTianjin-Hebei from an empirical perspective.On the basis of above analysis,this paper draws four conclusions:(1)The final impact of industrial agglomeration on pollution emission is usually the result of the combined effect of positive and negative externalities of industrial agglomeration on environment.In the horizontal expansion stage,agglomeration economy stage and overcrowding stage of industrial agglomeration,the scale of industrial agglomeration is different,and the results of the comprehensive effect of positive and negative externalities are also different,so the final impact on pollution emission is different.(2)After the beijing-Tianjin-Hebei Coordinated development strategy was proposed in 2014,some industrial enterprises from "central city" Beijing and Tianjin moved to "peripheral city" Hebei Province,the industrial agglomeration structure and degree of the central city and the peripheral city were different.Hebei province is home to many heavily polluting industries,Beijing is home to many high-end,low-carbon,sophisticated and cutting-edge industries,and Tianjin is home to many advanced manufacturing and strategic emerging industries.(3)The overall pollution emission of the area showed a downward trend,but the pollution emission and emission intensity of Hebei province were higher than the average level of the area due to the concentration of a large number of highly polluting industrial industries,while the pollution emission and emission intensity of Beijing and Tianjin were lower than the average level of the area.At the same time,the industrial pollution emission and pollution emission intensity of the area have strong spatial positive autocorrelation.(4)For the Beijing-Tianjin-Hebei urban agglomeration,there is a "positive N" type nonlinear relationship between the degree of industrial agglomeration and the total amount and intensity of industrial pollution emissions,which is consistent with the theoretical analysis results of this paper.The increase of foreign direct investment,the optimization of industrial structure and the strengthening of environmental regulation have all contributed to the reduction of pollution emissions.Therefore,this paper puts forward the following suggestions: the three governments of the Beijing-Tianjin-Hebei should continue to strengthen cooperation in pollution control,and rationally plan the industrial layout between the central city and the peripheral city;The peripheral cities of Hebei province should control the industrial scale,make efforts to excavate characteristic industries,further expand foreign investment and optimize the industrial structure.Enterprises should continue to research and develop green production technologies to improve pollution control capabilities.The government should improve the intensity of environmental regulation,strengthen the supervision of pollution discharge and the punishment of enterprises that violate the regulations.
