“Respect for nature,comply with the nature,protect nature,is the inner requirement of all-round construction of socialism modernization country”,the 20 th National Congress of the Communist Party of China emphasized the harmonious coexistence between man and nature.It has also become an important guide for the construction of ecological civilization of Beijing-Tianjin-Hebei urban agglomeration.Meanwhile,the proposal of the“carbon peaking and carbon neutrality” goal plays a supervisory and incentive role in the future ecological environment construction of Beijing-Tianjin-Hebei urban agglomeration,and is a “first mover” in promoting green recovery and transformation.Based on the beautiful vision and expectations of green ecology,there is an urgent need to use environmental regulation measures to assist in ecological environment construction,and improve the efficiency of environmental regulation in Beijing-Tianjin-Hebei to realize improvement of ecological environment quality.In view of this,the undesirable SBM model is used to calculate the environmental regulation efficiency in three major urban agglomerations,namely,Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River,and then conducting a spatial correlation test on the three major urban agglomerations to construct a spatial layout structure.To facilitate the perspective of the differences,gaps,and weaknesses between Beijing-Tianjin-Hebei and the other two urban agglomerations,and refine the characteristics and heterogeneity of Beijing-Tianjin-Hebei urban agglomeration.Proceed to the next step,the modified gravity model is used to construct a more complex spatial gravity correlation structure to deeply explore the spatial correlation degree of environmental regulation efficiency among cities in Beijing-Tianjin-Hebei,and use the maximum gravity line to find key node cities and potential cities.To provide a quantitative basis for exploring mutual assistance and cooperation among cities to achieve joint prevention and governance.The results show that:(1)during the period 2008 to 2020,this move slowly in the overall environmental regulation efficiency,and the level of Beijing-Tianjin-Hebei urban agglomeration is low.There is significant spatial heterogeneity and positive spatial spillover effects,among them,Beijing,Tianjin,Langfang,and Cangzhou having higher levels of environmental regulation efficiency.(2)According to the characteristics and evolution trend of environmental regulation efficiency in Beijing-Tianjin-Hebei,the development stages of environmental regulation are divided into three periods:collaborative germination,joint development,and collaborative strengthening.(3)The spatial gravity correlation structure of environmental regulation efficiency in Beijing-Tianjin-Hebei is relatively stable,forming a spatial correlation structure with Beijing as the core and radiating around.Tianjin has become the core city with the largest external gravity value.(4)In order to achieve the beautiful vision of “carbon peaking and carbon neutrality”,Beijing-Tianjin-Hebei must focus on solving problems such as transboundary pollution,utilization and distribution of natural resources,local barriers,and regional differences in pollution governance capabilities.By deepening collaborative awareness and strengthening governance identity,to break through the bottleneck issues faced by improving the efficiency of environmental regulations.Based on the empirical research results,this thesis proposes strategies and suggestions for improving the efficiency of environmental regulation through combination strategies from related aspects such as connectivity,joint defense and governance policies,with a view to achieving coordinated improvement in the efficiency of environmental regulation in Beijing-Tianjin-Hebei,and promoting the construction of high-quality ecological civilization.
