| With the transformation of national economy to high-quality development,it is imperative for manufacturing enterprises to update equipment and facilities,upgrade production capacity and production mode.For as the economic lifeline of petroleum and petrochemical enterprises,due to its production operation area has the characteristics of flammable and explosive and complex equipment and facilities,therefore,petrochemical enterprise production areas in the process of upgrading of maintenance work,improve the inspection process on the construction site,the promotion of the safety management level of work safety,is of great significance.This paper takes the on-site safety management of oil depot inspection and maintenance operation of S Company as the research object.Based on the interview method,field investigation method and literature survey method,this paper takes problem discovery-cause analysis-improvement countermeasures-guarantee scheme as the writing idea.Firstly,it introduces the background and significance of the topic.This paper expounds the theoretical basis of risk management,5M1 E analysis,work safety analysis,visual safety management,etc.Then,through the company’s safety data access,and interviews with inspection and maintenance operation management personnel,and through field visits,in-depth understanding of the company’s inspection and maintenance operation safety management status quo,using5M1 E analysis method to classify and identify the existing problems,the main findings are as follows: Intentional violation of rules and regulations by personnel,chaotic management of machinery and tools,weak guidance of work tickets for on-site work,ineffective safety supervision on site;Then,based on relevant safety management theories at home and abroad,the problems found in S company’s inspection and maintenance operations are analyzed scientifically and systematically,and reasonable improvement measures are proposed based on the actual production and operation conditions: Improve inspection and maintenance work safety performance assessment and reward and punishment mechanism,visually strengthen inspection and maintenance work machinery and tools safety management,PTW+JSA dual control to strengthen the risk management of work tickets,establish a hierarchical control mechanism of safety guardians;Finally,in order to ensure that the solution can play the actual effect,the paper puts forward to formulate the emergency plan for oil depot inspection and maintenance operation,set up special safety funds and strengthen safety education as the guarantee measures.Based on the analysis and research of the real situation of the safety management of inspection and maintenance operation site,combined with the actual production and operation of the company,this paper proposes a series of improvement measures,hoping to bring about the improvement of the actual safety management level of S Company and provide reference for the company’s subsequent safety management of inspection and maintenance.It is also expected to provide reference for the safety management of other companies in the same industry. |
