Evaluation And Optimization Of Urban Domestic Waste Classification Policy Based On PMC Mode

Nowadays,the daily output of domestic garbage in China has risen rapidly,and the siege of garbage became an important obstacle to sustainable development.Therefore,it is urgent to improve the efficiency of garbage governance.Classified recycling of domestic waste was confirmed effective for reducing the amount of waste from the very beginning,accelerating the harmless and resource-based process,and then solving the siege of garbage.In 2017,the implementation plan of domestic waste classification system regulated the range of key demonstration cities of waste classification,forming a pilot system of waste classification,which covered the whole country.Since then,46 key cities have issued policies of urban domestic waste classification in succession,formed extensive policy reserves.The quality of domestic garbage classification policies is related to the result of classification.In view of this,based on PMC model and the method of policy mining,this study systematically evaluated and analyzed 67 domestic garbage classification policies from 46 key demonstration cities during March 2017 to March 2022.The process of analyse mainly including two steps.Firstly,research analyzed the overall PMC mean value of 67 project policies to clarify the overall quality level of current policies;Secondly,with the help of the PMC policy evaluation index system of waste classification,research analyzed the assignment of 10 primary indicators and 43 secondary indicators,so as to clarify the scientific completeness of all aspects of the current policies.By combining the analysis results with specific policy cases,this paper summarizes the limitations of the current domestic garbage classification policies,so as to put forward targeted policy optimizing suggestions and to provide theoretical support for the formulation and implementation of a new round of policies.The results of this paper showed that the overall PMC index of 67 policy samples was7.3,which belonged to the level of good policies.However,from the perspective of index analysing and the text content of policies,the urban domestic waste classification policies still has their limitations.Firstly,the current policies has a low effectiveness level,which make it difficult to form effective coordination among various departments within the administrative system;Secondly,the mobilization of policy objects is insufficient,and the key actors of urban domestic waste classification is in omission;Thirdly,the policy function is not enough,some important contents are ignored;Fourth,the policy incentive guarantee is not sufficient,the direct financial investment in the classification of municipal solid waste is insufficient,the relevant awards and subsidies and preferential measures are scarce,and the institutional setting and talent allocation are in omission.In view of the problems of urban domestic waste classification policies,this paper put forward four suggestions.Firstly,accelerate legislative process and improve policy effectiveness.Secondly,strengthen mobilization and expanding the range of policy targets.Thirdly,strengthen policy innovation and refine policy functions;Fourth,increase the investment and expand policy resource.
