| As one of the most important geographical boundaries in China,the Qinling Mountains play the role of dividing the north from the south and the central water tower,which is an important ecological barrier.However,due to the rapid development of industrial enterprises since the reform and opening up,it is now in the transition period,and there are frequent problems such as disorderly mining of ore enterprises,illegal construction of villas and illegal buildings,and disorderly management of rural sewage drainage,which have caused great damage to the ecological environment of the Qinling Mountains and are in urgent need of ecological management.Although the government has made some achievements in ecological governance,it is not enough to rely on the government alone for ecological governance in Qinling mountains.Only with the participation of social groups,market subjects and people,joint efforts can we achieve greater results and make Qinling become a beautiful city name card again.From the theoretical perspective of polycentric governance,this paper carries out innovative research on government functions in ecological governance in Qinling Mountains.Through literature research,investigation,comparative analysis and other academic methods,this paper deeply explores the status quo of ecological governance in Qinling Mountains and finds the following problems in current government functions: First,the administrative focus is out of sync with ecological goals;second,the results of coordinated and collective governance in society are not satisfactory;third,the overall and systematic regulation of the market is unbalanced;and fourth,the public’s recognition and satisfaction are not up to the standard.From the perspectives of government,market,society and the public,it can be concluded that the main factors hindering the improvement of governance efficiency are the government function transformation is not in place,social organizations are not mobilized to participate effectively,the market cooperation ecological governance mechanism is not mature,and the public’s demand for ecological participation is ignored.After summarizing the current performance of government functions in ecological governance in Qinling Mountains and combining domestic and foreign governance experience,the author puts forward the following measures: First,the government should establish a correct view of achievements and deepen the concept of sustainable development at the level of government departments,further streamline administration and delegate power to refine division of responsibilities among departments,and establish an overall coordination mechanism to improve the efficiency of consultation on issues.Second,at the level of social organizations,we will carry out multi-directional publicity and actively advocate the co-governance of the whole people,promote the guidance results of industry-university-research cooperation to assist governance,and promote the social grid supervision to reasonably supplement the supervision power.Third,at the market level,we should develop energy conservation and environmental protection industries to build a new pattern of ecological protection,scientifically divide functional areas,strictly regulate market access thresholds,regulate policy support objects,vigorously develop green environmental protection industries,actively explore financing channels and improve the trading market mechanism of pollution discharge rights.Fourth,at the public level,we attach importance to environmental protection publicity to enhance public awareness of environmental protection,implement the people-oriented principle to raise public concerns about people’s livelihood,and innovate the mode of public participation to carry out digital political and public interaction.By studying government functions in ecological governance in Qinling Mountains,it is helpful to improve government work efficiency,optimize long-term governance mechanism,give full play to policy effectiveness,enhance government image,strengthen government credibility,create a beautiful living environment for the people,practice the concept of green and sustainable development,and build an ecological functional government.The author hopes that this paper can help the government to inspire new ideas in decision-making to solve practical problems and social governance,provide help to solve the situation of low efficiency of single subject governance and slow feedback,and supplement the non-governmental power necessary to build a benign and unimpeded transmission bridge. |
