| The new development idea,as the "baton" of green economic development,is primarily targeted at decreasing environmental governance costs associated with rapid economic growth,in order to encourage the change of economic development from speed to quality driving.Green technology innovation has become a significant measure to evaluate the creation of ecological civilization and sustainable development of a region,since it is the major driving force of green development and an important fulcrum of industrial innovation.At present,industrial industries,which are the main venue for green technological innovation activities,an important engine for implementing the strategy of scientific and technological innovation,and a key force for promoting high-quality and sustainable economic development,continue to dominate China’s industrial structure.It contributes significantly to the country’s overall strength.For a long time,green technology innovation has been dominated by "imitation" and "empiricism," a severe decoupling of industry,university,and research institute,scattered and patchy innovative aspects,and a lack of innovation driving capacity.In addition,regional imbalances,low efficiency in the application of scientific and technological achievements,and high additional environmental costs have all become more prominent,posing serious barriers to the development of high-quality,specialized,and in-depth industrial green technology innovation.How to effectively promote the coordinated development of industrialization and green technology innovation,as well as scientifically measure the efficiency of industrial green technology innovation,is a strategic measure to guide the transformation of economic development from traditional extensive to resource-saving and environmentally friendly.This paper constructs an evaluation index system of green technology innovation efficiency in two stages of industry from the perspective of the innovation value chain,and uses the super-efficiency SBM model based on unexpected output to measure the R&D efficiency and achievement transformation efficiency of each province,using panel data from30 provinces in China from 2010 to 2020.The spatial pattern of green technology innovation efficiency in China’s two-stage industry was plotted with the use of Arcgis10.2 software,and the spatial-temporal characteristics of R&D efficiency and achievement transformation efficiency were examined.Finally,the spatial econometric model is utilized to empirically examine the influencing elements of green technology innovation efficiency in two phases of industry,as well as explain the green technology innovation efficiency optimization path in industry.The main findings show that:(1)China’s industrial two-phase green technology innovation efficiency is on the rise as a whole,the efficiency of science and technology research and development has experienced its first drop after rising stage,achievement conversion efficiency has gone through three stages of "rise-recession-reviving period," and industrial science and technology research and development efficiency is a key factor in green technology innovation efficiency.(2)The efficiency of green technology innovation in China’s two stages of industry gradually grows from northwest to southeast,forming concentrated "line" and "block" distribution characteristics.There is high regional autocorrelation in both R&D efficiency and achievement transformation efficiency.The high-efficiency zone is still concentrated along the eastern coast,but the central and western regions are showing signs of balanced development.(3)Firm size,openness,environmental regulation,and human capital all have a significant positive impact on R&D efficiency and achievement transformation efficiency;however,industrial structure has a significant negative impact on R&D efficiency,and the impact on achievement transformation efficiency fails the significance test.The effect of government S&T spending on R&D efficiency is strong,while the influence on accomplishment transformation efficiency fails to satisfy the significance test.Furthermore,the influence mechanisms of the influencing factors on R&D efficiency and achievement transformation efficiency are highly different in the eastern,central,and western areas. |
