In recent years,government departments at all levels have issued a series of policies to promote the acceleration of the improvement of rural logistics system construction at the county and village levels,the implementation of the "Express into the village" project,while the State Council issued the "Carbon Peak Action Plan by 2030" proposed the green and low-carbon development of rural construction,rural low-carbon logistics network construction by the state The construction of rural low-carbon logistics network has been highly valued by the state.However,at present,the coverage rate of village nodes in China’s rural logistics network is low,and the level of planning and construction varies,while the penetration rate of new energy technology is low and vehicles are commonly idle,resulting in a high level of carbon emissions from rural logistics.Therefore,at this stage,it is important to conduct research on the location and path optimization of county and village level logistics networks considering carbon emission factors.This paper summarizes the hierarchical composition and development characteristics of rural logistics in China,proposes the direction of rural logistics optimization based on the problems of scattered rural logistics demand,unbalanced bi-directional operation and obvious hierarchical nature,and combines the rural logistics operation process with the background of low-carbon logistics characteristics and quantification methods,and proposes the establishment of a county-rural three-level logistics network location and path optimization model considering carbon emissions to meet the rural low-carbon logistics The logistics network studied in this paper consists of county-rural logistics networks.The logistics network studied in this paper contains three levels: county-rural-village.Based on the analysis of the characteristics of the three-level network and the key influencing factors of modeling,we consider the factors of simultaneous delivery,new energy vehicle application,multi-model selection,vehicle load and mileage constraints,node capacity,time window constraints,etc.,and set the lowest comprehensive cost of node construction cost,operation cost,transportation cost,carbon emission cost as the optimization goal,and establish The two-stage hybrid heuristic algorithm is proposed to solve the model by combining simulated annealing algorithm and genetic algorithm design.In order to verify the validity of the model and algorithm,the thesis takes Jiangcheng County of Pu’er City as the background for calculation case analysis,and the algorithm is programmed by MATLAB to solve the site selection and vehicle path optimization scheme of the county’s three-level logistics network.The results show that the strategy adopted in this paper can effectively reduce the carbon emission cost and comprehensive cost of the county-rural three-tier logistics network.The model and algorithm proposed in this paper have certain reliability and validity,which can provide reference and reference for the research of low carbon logistics site selection and distribution path optimization in the county.There are 29 figures,21 tables and 63 references.
