China’s GDP has achieved great growth since the reform and opening up,but the long-term production mode of high energy consumption,high pollution and low efficiency has made China’s carbon emissions rank first in the world.If a large amount of carbon dioxide continues to be discharged into the atmosphere,it will not only pollute the global ecological environment,but also seriously hinder the process of high-quality development of our country.The report of the 20 th National Congress of the Communist Party of China also pointed out that low-carbon economic and social development is one of the key links to achieve high-quality development.Local governments need to promote green transformation and actively and steadily promote carbon peak and carbon neutrality.Industrial structure optimization and upgrading and energy structure upgrading are widely regarded as effective ways to achieve the goal of "dual carbon".Therefore,from the perspective of the optimization of the industrial structure,this paper studies its impact on China’s carbon emission intensity,in order to provide countermeasures and suggestions for China’s high-quality economic development.Firstly,this paper reviews the relevant literature on the optimization of industrial structure and carbon emissions,and makes comments on it.Secondly,based on the theoretical basis,the mechanism of the influence of advanced industrial structure on carbon emissions is explored;again,the level of advanced industrial structure of 30provinces(cities and districts)in China is measured using the pinched cosine method,and the carbon emissions of 30 provinces(cities and districts)in China are measured using the apparent emission accounting method at the production end,and then China is divided into four major regions,namely,the east,the central,the west and the northeast,according to the regional division method of the National Bureau of Statistics,and the current situation of the level of advanced industrial structure,carbon emissions and carbon emission intensity in China is analyzed in two dimensions: time and space.Finally,using data from 2000-2019 in the empirical study,a panel regression model was constructed and estimated using the feasible generalized least squares(FGLS)method,and a heterogeneity analysis was conducted to investigate in depth the variability of the impact of advanced industrial structure on carbon emission intensity in different regions,while endogeneity and robustness tests were performed to ensure the reliability of the findings.The results of this paper show that:(1)from 2000-2019,China and the four major regions show an overall trend of annual increase in the advanced level of industrial structure during this period,with most of its values between 6.1 and 7.0.The advanced level of industrial structure in the eastern region is much greater than that in other regions,while the central region is the highest in terms of average annual growth rate.(2)From 2000 to 2019,China’s carbon emissions are large and increasing year by year,but due to the rapid growth of GDP,China and the four major regions show a decreasing trend of carbon emission intensity in the whole year by year.By region,the eastern region has the highest carbon emissions,about 4200 MT in 2019,and the northeastern region has the lowest carbon emissions,about 1200 MT in 2019;in terms of carbon emissions intensity,the eastern region is at the lowest level in the country from2000-2019,with the value of only 0.86 in 2019.(3)Vigorously promoting the advanced industrial structure can not only reduce China’s carbon emissions,but also reduce the intensity of China’s carbon emissions.Specifically,for every 1% increase in the advanced industrial structure,the carbon emission intensity will be reduced by 3.346%.However,there are obvious regional differences in the degree of impact,with the strongest emission reduction effect of advanced industrial structure in the eastern region,with a coefficient of 4.783,and the weakest effect in the northeast region,with a coefficient of only 1.298.When using carbon emissions rather than carbon intensity to measure the emission reduction effect of industrial structure upgrading,the actual emission reduction effect of industrial structure upgrading will be greatly underestimated,and the gap between the two is about 60%.(4)Population size,urbanization level and energy consumption intensity have a positive effect on China’s carbon emission intensity,while the level of foreign investment has a negative effect on China’s carbon emission intensity.According to the research results of this paper,the following countermeasure s are proposed in a targeted manner: firstly,upgrade the advanced level of indus trial structure and realize the optimization and upgrading of industrial structure;s econdly,make full use of technological progress and actively cultivate clean ener gy;thirdly,formulate differentiated carbon emission reduction countermeasures ac cording to local conditions.
