Since the reform and opening up,China’s rapid economic development has not only made remarkable achievements,but also appeared a series of problems such as resource tightening,environmental pollution,ecological damage,which makes China’s ecological environmental carrying capacity gradually close to the bottom line,seriously hindered the development and progress of China’s economy and society.How to effectively carry out ecological governance work and promote high-quality economic development is an urgent task of The Times to be solved.The 18 th CPC National Congress incorporated the ecological civilization construction into the overall plan of socialism with Chinese characteristics;the 19 th CPC National Congress stated that we should " focus on solving prominent environmental problems.Adhere to the co-governance of the whole people and control at the source ",actively " build an environmental governance system with the government as the mainstay and social organizations and the public ",and " resolutely stop and punish damage of ecological environment ";the 20 th Congress of the Party proposed " promote the construction of beautiful China,adhere to the integration of mountains,rivers,forests,lakes,grass and sand,protection and system control,coordinate industrial restructuring,pollution control,ecological protection and climate change ",and " further promote the prevention and control of environmental pollution.We will adhere to targeted,scientific and law-based pollution control."
