Research On The Implementation Of Domestic Waste Classification Policy In S District Of Qingdao City

With the social and economic development,people’s living standards are constantly improving,and their pursuit of material life is more diversified.However,at the same time,the amount of domestic waste generated is also showing an exponential growth trend.A series of problems,such as "garbage siege" and "garbage pollution",have emerged,which have seriously affected people’s daily production,life and physical and mental health.At present,China is still in the initial stage of domestic waste classification.This background and stage characteristics determine that it is difficult to formulate a reasonable domestic waste classification policy,and the implementation of domestic waste classification policy is encountering unexpected difficulties.How to promote the effective implementation of the domestic waste classification policy,and to be able to implement it continuously for a long time,so as to achieve the desired goal,is an urgent task to be solved at this stage in domestic waste classification in China.Based on Smith model and externality theory,this paper understands the actual implementation effect of domestic waste classification policies in Qingdao S District through questionnaires and interviews,and then summarizes the outstanding contradictions in the implementation of domestic waste classification policies in grassroots practice,and deeply analyzes the root causes of the contradiction,so as to propose corresponding countermeasures.First of all,based on the situation of District S of Qingdao and the policy foundation of domestic waste classification,combined with the results of questionnaire and interview,we learned that the implementation of domestic waste classification policy in District S of Qingdao has achieved the basic completion of the domestic waste classification system,significant improvement of classification efficiency,continuous upgrading of classification model and other achievements.Secondly,according to the results of questionnaires and field interviews,based on the four dimensions of ideal policies,implementing agencies,target groups and implementation environment in the Smith model,it is summarized that there are a series of problems in the implementation of domestic waste classification policies in Qingdao S District,such as high implementation cost of domestic waste policies,lack of functionality of policy implementing agencies,low participation rate of community residents,and lagging domestic waste classification and disposal facilities.Thirdly,based on the analysis framework of the Smith model,this paper systematically combs and analyzes the causes of the problems in the implementation of the domestic waste classification policy in Qingdao District S,mainly including four aspects:the legislative defects of the domestic waste classification policy,the weak implementation of the policy enforcement agencies,the low recognition of the community residents on the policy,and the immature policy implementation environment.Finally,the corresponding improvement strategies are put forward,including four aspects:improving the domestic waste classification policy system,enhancing the executive power of the executive agency,improving the community residents’ recognition,and improving the policy implementation environment,in order to provide substantive reference for the implementation of the domestic waste classification policy in Qingdao and other cities.
