With the rapid development of China’s economy,people’s lifestyles have changed dramatically.The fast-paced life has promoted the consumption mode to be fast and convenient,resulting in a large amount of domestic waste,and the phenomenon of "waste encircling the city" has appeared in many cities and rural areas.Domestic cities have launched domestic waste classification campaigns,while rural areas are relatively lagging behind,resulting in the increasingly prominent problem of domestic waste pollution in rural areas and serious damage to the ecological environment in rural areas.Although the domestic waste classification movement has gradually spread from cities to rural areas,and a series of policies and regulations have been formulated from the central government to the local government,which has achieved certain results,due to the particularity of rural areas,the domestic waste classification policy has encountered many difficulties in the implementation process.Firstly,this paper expounds the background and significance of the implementation of rural domestic waste classification policy.Based on Smith policy implementation model and multi center governance theory,this paper comprehensively uses various methods such as questionnaire and interview,from four aspects: rural domestic waste classification policy itself,administrative organization implementation,target group participation and policy implementation environment,Through the investigation and Research on the implementation status of rural domestic waste classification policy in Mawei District,Fuzhou,it is found that there are the following obstacles in the implementation of rural domestic waste classification policy: the rationality of the policy needs to be improved;The feasibility of the policy needs to be strengthened;Decentralized responsibilities of executing agencies;The executive power of the executive body is not strong;Rural residents lack knowledge of waste classification,and so on.The main reasons are as follows: the lack of preliminary research in policy implementation;Lack of effective communication and coordination mechanism among implementing agencies;The training mechanism of the executive body is not perfect;Weak awareness of environmental protection among rural residents;The reward and punishment mechanism has not been fully implemented,and so on.From the four aspects of Smith’s policy implementation model,this paper puts forward corresponding countermeasures to strengthen the implementation of rural domestic waste classification policy,such as strengthening organizational leadership and improving policy formulation;Deepen the implementation rules and clarify the responsibilities and obligations;Increase the business training of policy executors;Improve the communication and coordination mechanism of various departments;Establish a whole process supervision system;Strengthen the publicity and guidance of domestic waste classification;Improve the domestic waste classification reward and punishment mechanism,and so on.Through these countermeasures,we hope to solve the obstruction encountered in the implementation of Fuzhou’s rural domestic waste classification policy,promote the development of rural domestic waste classification campaign,and resolutely protect the ecological environment of green water and green mountains in rural areas.
