As one of the world’s important industrial raw materials,oil is known as "industrial blood",which has become a necessity for the industrial development of various countries,profoundly affecting the development of their industrialization and economic level.Oil enterprises belong to the secondary industry,production and use of the process of consumption is huge,resulting in petroleum-related industries of industrial wastewater,waste gas and solid waste discharge is too large,often accompanied by a large amount of pollution,at the same time,due to China’s low treatment rate of three wastes discharge,so the development of oil enterprises caused damage to the environment can not be ignored.By promoting the improvement of the ecological efficiency of oil enterprises,the integration of economic benefits and ecological efficiency can be achieved,thereby accelerating the overall green development process in China.Based on sustainable development theory,environmental economic theory and eco-efficiency theory,this paper selects data envelopment analysis(DEA)to measure the ecological efficiency of oil enterprises based on sustainable development theory,environmental economic theory and eco-efficiency theory.By constructing the eco-efficiency index system of China’s oil enterprises,collecting relevant data of China’s oil enterprises,the SBM-DEA model and the Malmquist-Luenberger index model were used to measure the eco-efficiency level of selected oil enterprises from static and dynamic aspects,respectively.Static efficiency shows that the ecological efficiency level of oil enterprises in China is high,with an average value of 0.739,but the efficiency level of some enterprises is low,and there is still a certain gap.Through further research,the ecological efficiency will change with the change of technical efficiency and scale efficiency,and through comparative analysis,the level of ecological efficiency has a certain correlation with the region,international situation and relevant national policies of the oil enterprise.Dynamic efficiency shows that the technological progress change index and the technical efficiency change index have a certain role in promoting the improvement of total factor productivity.In order to further study the factors affecting the ecological efficiency of enterprises,the six aspects of labor cost,specialization level,industrial structure,economic development level,environmental regulation and enterprise scale were selected to construct an index system,and the Tobit multiple regression model was used to discuss the changes of the ecological efficiency of China’s oil enterprises in more depth.According to the above conclusions,this paper gives relevant countermeasures and suggestions for the improvement of the ecological efficiency of Chinese oil enterprises from the perspectives of the government and enterprises.On the government side: the government should issue policies to guide oil enterprises,improve environmental protection laws and regulations,and promote the green development of enterprises.In terms of enterprises: enterprises should pay attention to their own technological innovation,transform their development model,take the initiative to assume social benefits,improve management level,and improve the ecological efficiency of enterprises.
