In September 2020,China put forward the "double carbon" goals of "carbon peak" and"carbon neutrality" at the 75th Session of the United Nations General Assembly.This marks that China has entered a new stage of development in dealing with climate change and environmental protection.The current carbon emission trading mechanism is one of the important policy tools to regulate greenhouse gas emissions to cope with climate change.It can use the market price regulation mechanism to influence the carbon emission behavior of controlled enterprises,so as to achieve the effect of carbon emission reduction.The information disclosure system is an important part of the carbon emission trading mechanism,and also the key to restrict the regulation effect of the carbon emission trading market price mechanism.In recent years,China has accelerated the promulgation of laws and the issuance of carbon emission trading market and the issuance of normative documents,aiming to bring the construction of carbon emission trading market and information disclosure into the track of standardization and legalization,improve the market transparency,and give full play to the emission reduction effect of carbon emission trading mechanism.Under the background of the new development concept and Xi Jinping’s ecological civilization thought,the construction of China’s carbon emission trading market has entered a stage of rapid development.It is necessary to strengthen the construction of its supporting information disclosure legal system to ensure the realization of the function of the carbon emission trading market.In December 2020,the Ministry of Ecology and Environment stipulated in the Measures for the Administration of Carbon Emission Trading(Trial),including information disclosure,concerning the construction,operation and supervision of carbon emission trading markets,and further detailed the provisions concerning information disclosure in the subsequent normative documents.These legal norms not only constitute the basic framework of the current legal system of information disclosure in the carbon emission trading market,but also play an important role in alleviating the information asymmetry in the trading market.However,the current legal system of information disclosure still has some problems,such as narrow scope of disclosure subject,lack of effectiveness of disclosure content,low enthusiasm of disclosure subject,insufficient punishment effect and few supervision channels.In order to further improve the legal system of information disclosure in the carbon emission trading market,and the effective experience of the economic development and the environmental protection,guarantee the effective implementation of the disclosure subject and content;ensure the disclosure subject actively fulfill the obligation of information disclosure;and pay attention to the verification and supervision function and public participation supervision mechanism,expand and enrich the supervision channels of information disclosure.
