The Impact Of Digital Government On Regional Eco-Innovation Level

Since the reform and opening up,China’s various regions have made remarkable economic achievements,but the extensive development mode has brought significant adverse impact on the ecological environment.As an important means to break the dilemma of regional development and realize the dual benefits of environmental protection and economic growth,regional eco-innovation has been paid more and more attention.At present,many studies have discussed how to improve the level of regional eco-innovation from the perspective of government support and institutional supervision.With the progress of digital technology,government functions are developing in the direction of digitization,and it plays a leading role in many fields of social management.Therefore,as an important way to carry out ecological civilization construction in China,regional eco-innovation begins to have a new external environment.At the same time,China has entered a stage of high-quality development in which the economic structure is adjusted,and environmental benefits are maintained.As a result,the public sector and the public are increasingly aware of environmental protection,and the importance of dual environmental regulations is becoming more and more prominent.In particular,there are new changes in the way environmental regulation plays its role under the background of digital government construction.Therefore,it is necessary to re-examine the influence of each driving factor on regional eco-innovation.Based on the influence of digital government construction on regional ecoinnovation,this paper combined the moderation effects of dual environmental regulations to build a driving factor mechanism framework for regional eco-innovation.The main conclusions of this paper are as follows:(1)Digital government promotes the improvement of regional eco-innovation through digital society and digital citizenship;(2)Both formal and informal environmental regulations have significant positive effects on regional eco-innovation;(3)Informal environmental regulation has a positive moderating effect on digital administration and regional eco-innovation,and informal environmental regulation also has a positive moderating effect on digital citizenship and regional eco-innovation;(4)Formal environmental regulation cannot moderate the relationship between digital government and regional eco-innovation.This paper also further puts forward some reliable policy suggestions.First of all,we should strengthen the trust connection of digital society and activate the vitality of regional eco-innovation.Second,we should attach importance to the value of citizens in environmental governance and the cultivation of citizens’ digital literacy.Third,it is necessary to give full play to the main role of the government and the public in environmental regulation,strengthen the efficiency and accuracy of environmental regulation platform,and reduce disorderly environmental behavior.In addition,the government should also improve the efficiency of digital administration and eliminate environmental concerns at the social level as much as possible.
