"Lucid waters and lush mountains are invaluable assets",under the background of the "new normal" of high-quality development of modern economy,the concept of green development is gradually popularized,ranking in the forefront of development concepts.The Yellow River Basin is an important base of energy,chemical industry,raw materials and basic industries in China,and this extensive economic development model with high input,high consumption and high pollution has brought great harm to the local ecological environment.It is urgent to change the development model in accordance with the requirements of green concept.Formulating and implementing reasonable environmental regulation policies in the basin is an effective way to improve the efficiency of green economy and achieve high-quality development in the Yellow River Basin.In 2019,the ecological protection and high-quality development of the Yellow River Basin became a major national development strategy.Under this background,focusing on the impact of environmental regulation on the green economic efficiency of the Yellow River Basin and studying its mechanism,exploring how to set appropriate environmental regulations,improve the green economic efficiency of cities in the Yellow River Basin,and putting forward useful countermeasures,suggestions and decision-making references have certain positive significance for promoting the diversified green sustainable development of the economy and ecology of the Yellow River Basin.This paper makes a literature review,theoretical analysis and empirical test on the relationship between environmental regulation and green economic efficiency in the Yellow River Basin and its influencing mechanism.This paper selects the relevant data of 77prefecture-level cities in the Yellow River Basin from 2009 to 2019,calculates the green economic efficiency level of each prefecture-level city by using Super-EBM model,analyzes a series of current situations of environmental regulation and green economic development in the Yellow River Basin,and empirically explores the relationship and mechanism between them by constructing fixed effect model,threshold regression model and intermediary effect model.At the same time,it uses different measurement methods to measure environmental regulation for regression to test the robustness of the research results,and discusses different regions of the Yellow River in different basins.Finally,according to the research results,the corresponding countermeasures and suggestions are put forward.Through the research,it is found that in the sample interval,the green economic efficiency level of the Yellow River Basin shows a slowly fluctuating upward trend,while the scale efficiency fluctuates and the pure technical efficiency fluctuates.The comprehensive level of local green economic efficiency is mainly driven by the pure technical efficiency,and the improvement of environmental regulation intensity can significantly promote the green economic efficiency level of cities in the Yellow River Basin,among which the promotion of pure technical efficiency is significant,but the impact on scale efficiency is not obvious.Green technology innovation and industrial structure upgrading have passed the mechanism test,in which the rationalization of industrial structure plays a major role.It is also found that there is a single threshold for the impact of environmental regulation on the green economic efficiency of the Yellow River Basin,and the promotion will be enhanced after crossing the threshold.In addition,there are obvious differences between the basins of the Yellow River.Environmental regulations in the upper and lower reaches can significantly promote the efficiency of local green economy,but the impact in the middle reaches is not significant.
