Zoning management can bring into play the versatility of land resources,which is currently a commonly adopted management mode in national parks.On October 12,2021,the first batch of national parks in China was announced.Located at the junction of Heilongjiang and Jilin provinces,the Northeast Tiger and Leopard National Park undertakes multiple tasks such as maintaining the breeding of tiger and leopard populations,protecting the ecological environment,recreation,science and education,and so on.Since its establishment,Tiger and Leopard Park has actively promoted various aspects of construction and achieved certain results in management.However,with the development of economy and society,the multiple needs of residents in the Park for land use have gradually become prominent.The expansion of urban construction and the development of human production and operation activities will inevitably encroach on the ecological land in the Park,leading to land use conflicts,making zoning management face difficulties.Therefore,it is necessary to use scientific methods to identify land use conflicts within the park,optimize the boundaries of the Tiger and Leopard Park,propose zoning management suggestions,and help achieve high-quality coordinated development with the ParkThis article takes the Northeast Tiger and Leopard National Park as the research area.Through literature research and interview research,it is found that the Northeast Tiger and Leopard National Park adopts a functional zoning approach to manage the land resources and natural resources within the park,and the land use type is mainly forest land.The zoning management of Tiger and Leopard Park is faced with multiple dilemmas such as regulations,boundaries,rights and responsibilities,and development momentum.Using analytic hierarchy process and GIS spatial analysis,the ecological security pattern of the Northeast Tiger and Leopard National Park is constructed by selecting relevant data such as terrain,vegetation,precipitation,and geological disasters.Based on land use data from the three periods of 2000,2010,and 2020,overlay the ecological security level of the Northeast Tiger and Leopard National Park,and identify land use conflicts in the Northeast Tiger and Leopard National Park.The results show that the conflicts of cultivated land,construction land,and comprehensive land use in Tiger and Leopard Park are mostly concentrated in Wangqing County,Hunchun City,and Dongning City in the central region,while there are few land use conflicts between the northern region and the southeast region.Land use conflicts in the park have significantly changed,with the total area of cultivated land conflicts increasing over time,mainly concentrated in the central part of Luozigou Town,the eastern part of Daduchuan Town,the eastern part of Chunhua Town,and the central part of Fuxing Town.The total area of construction land conflict is relatively small,but it presents a trend of gradual expansion,with a large growth rate.It is mainly concentrated in residential areas in Hadamen Township,Chunhua Town,Luozigou Town,and Laoheishan Town,with a trend of northward transfer.The comprehensive land use conflict presents a trend of first increasing and then decreasing,and is concentrated in areas with frequent human production and life such as Luozigou Town,Laoheishan Town,Chunhua Town,Fuxing Town,Daduchuan Town,Hadamen Township,etc.Overall,the land use conflict in the Northeast Tiger and Leopard National Park has shown a fluctuating growth,with an expansion trend,especially the fierce expansion of construction land.Based on the results of land use conflict analysis,optimize the zoning boundaries of the Tiger and Leopard Park,divide the Park into three functional areas: core ecological protection area,buffer ecological protection area,and human production activity area.In combination with the development status of the Park and the management difficulties in the zoning,propose "improving policy provisions to achieve targeted control","promoting nationalization reform to clarify land ownership","defining management rights and responsibilities to strengthen system coordination" The zoning optimization management suggestions of "attracting social forces to develop characteristic industries" provide reference for the next step of zoning boundary optimization and management of the Northeast Tiger and Leopard National Park.
