| Agricultural low-carbon development is an inevitable choice and the only way to realize agricultural modernization under the background of current environmental constraints and climate change.As an important part of agricultural production,food production is also worthy of attention in its low-carbon transformation.In this transformation process,establish and improve a set of evaluation standard system to measure the development level of lowcarbonization of grain production,and find out the important factors that affect the level of lowcarbonization development are to measure the development level of low-carbonization of regional agricultural production and achieve the peak of agricultural carbon Neutralization needs.The three provinces in Northeast China are important grain production areas in the country and the ballast of food security.The grain production accounts for more than 1/5 of the country,and the corresponding carbon emissions are also significant.Therefore,it is necessary to determine the low-carbon development level of grain production in Northeast China and identify other The important drivers in the development process are of great significance.On the basis of defining the concepts related to the low-carbon development of grain production,supported by low-carbon agricultural theory and other theories,this paper explores the mechanism of the impact of technological progress and environmental regulation on the lowcarbon development of grain production,and then contributes to the low-carbon development of grain production in Northeast China.On the basis of a brief analysis of the status quo of carbon production and the external conditions of low-carbonization development,relevant indicators are selected from the two dimensions of relative low-carbonization and absolute low-carbonization of grain production to establish a comprehensive evaluation index system for the development level of low-carbonization of grain production in Northeast China.Then,the panel entropy weight method was used to measure the low-carbonization development level of grain production in 31 prefecture-level cities in the three northeastern provinces based on the index system,and a brief evaluation and analysis of its performance was made from different angles.In the part of empirical analysis,spatial econometric models are used to identify and analyze the role of technological progress in the improvement of the development level of low-carbon grain production.The role played by technology and the moderating effect on the impact path of technological progress were identified and analyzed.This paper draws the following conclusions and countermeasures:(1)In terms of the current situation of grain production,the use of chemical fertilizers and other elements and carbon emissions in the three northeastern provinces have entered a downward trend after the implementation of the reduction policy,and the cities with high levels of use are mainly concentrated in provincial capital cities and In the surrounding areas,grain production and its proportion in the whole country are showing a steady upward trend.(2)In terms of time,the overall average level of the three northeastern provinces and the level of prefecture-level cities show an overall upward trend in the development of low-carbonization of grain production.In terms of space,the cities with high levels of low-carbonization development spread from the southeast and northeast to the surrounding areas over time.Expand.(3)The performance of agricultural technological progress measured by the DEA-GML index shows an overall upward trend,the technological progress efficiency in its decomposition item generally shows an upward trend,and the technical efficiency and scale efficiency generally show a fluctuating downward trend.(4)Except for the remaining sample periods of 2002-2003 and 2008-2011,the carbon productivity levels of prefecture-level cities in the three northeastern provinces have relatively significant spatial agglomeration characteristics in economic space.(5)During the sample period,the progress of agricultural technology plays an important role in promoting the lowcarbonization level of local grain production,and at the same time,it has a positive spillover effect on the surrounding areas in economic space;environmental regulation also plays an important role in promoting the low-carbonization level of local agricultural production At the same time,there is an inverted U-shaped relationship between the intensity of government environmental regulation and the level of low-carbonization of grain production,and environmental regulation has a positive regulatory effect on the path of technological progress in the development of low-carbonization of grain production.Based on this,this paper puts forward specific countermeasures and suggestions from the aspects of cultivation concept,government guidance,multi-subject coordination,and multi-means application,so as to promote the low-carbon transformation of grain production in Northeast China by innovating agricultural low-carbon development technology and improving the efficiency of agricultural environmental regulation. |
