| In recent years,the Party Central Committee has attached great importance to the construction of ecological civilization.The report of the Twentieth National Congress once again stressed the importance of firmly establishing the important concept that green waters and green mountains are golden mountains and silver mountains and ecological priority development.Since the implementation of the natural forest protection project and the overall cutting halt,the state-owned forest areas in Heilongjiang have changed from focusing on timber production to a new stage of comprehensive protection of forest resources,and become an important position for the construction of ecological civilization.The forestry ecological construction has achieved considerable results.The main content of forestry ecological construction in state-owned forest areas is to build and restore the forest ecosystem,increase the afforestation area,improve the forest coverage and forest stock,and improve the productivity and stability of the forest ecosystem through various forestry production and operation activities.The goal is to maximize the functions of forest resources and ecological products and meet the growing green needs of the people.The efficiency of forestry ecological construction reflects the efficiency of forestry ecological construction activities.It is of great significance to promote the construction of ecological civilization in state-owned forest areas in Heilongjiang Province by making full use of investment funds and labor force and improving the efficiency of forestry ecological construction.Therefore,this paper calculates the efficiency of forestry ecological construction in Heilongjiang state-owned forest areas,and deeply explores the factors affecting the efficiency of forestry ecological construction,so as to provide basis and suggestions for the sustainable development and management of forestry in Heilongjiang state-owned forest areas.This paper has combed a large number of relevant domestic and foreign literature,based on sustainable development theory,ecological economics theory,public goods theory,and collaborative governance theory,using literature analysis,theoretical analysis,data statistical analysis,empirical analysis,and other methods to conduct research.This paper describes the status of forestry ecological construction in Heilongjiang state-owned forest areas from five aspects: main production and operation status,main body and forest management and protection organization mode,capital investment and utilization status,main policies and systems,and ecological construction effect,and analyzes the main problems currently existing.Using the DEA-BCC model,the efficiency of forestry ecological construction in Heilongjiang state-owned forest areas was measured from the level of state-owned forest areas and forest industry enterprises.The results showed that the average comprehensive efficiency of stateowned forest areas from 2000 to 2020 was 0.908,with room for improvement.The reasons for inefficiency were low pure technical efficiency,redundant inputs,and insufficient outputs;In2020,the average comprehensive efficiency of forest industry enterprises of Longjiang Forest Industry Group was 0.896,which did not reach the DEA efficiency level.The efficiency gap between different forest industry enterprises was significant,with 5 of them having low efficiency,and the overall scale of forestry ecological construction was small,without forming a scale advantage.The Tobit model was used to deeply explore the factors affecting the efficiency of forestry ecological construction in Heilongjiang state-owned forest areas.The results showed that: for the comprehensive efficiency and pure technical efficiency of forestry ecological construction,there were significant positive impacts on forest labor wages,forestry pest control,and forestry science and technology investment at different levels;The level of regional economic development,the quality of forestry labor,the development of forestry tourism,health and leisure industries,and the importance attached to forestry ecological construction have significant negative impacts at different levels.Finally,the main countermeasures and suggestions are proposed,including: ensuring sufficient,stable and full utilization of investment in forestry ecological construction,deepening the construction of characteristic talent teams and the reform of salary system,improving the forest resource cultivation system,establishing a "forest tourism integration" development pattern,and improving the level of innovation and promotion of forestry science and technology. |
