Based on the prominent global environmental problems and the increasing attention of countries to carbon emissions,China has proposed the goal of carbon peaking and carbon neutrality at the United Nations.In this context,as an important industry in China,Chinese manufacturing industry actively responds to the policy goal of carbon peaking and carbon neutrality.There is a growing development trend in the manufacturing industry,but there are some issues such as insufficient investment in technology R&D,the high level of carbon emissions and so on.So the industry needs transformation and upgrading.How to transform and upgrade the manufacturing industry under the current carbon peaking and carbon neutrality goal is an urgent problem.This paper uses literature analysis method,statistical analysis method and empirical analysis method to analyze the current situation of China’s manufacturing industry,energy consumption and carbon emission.And accordingly,further analysis of the necessity to upgrade manufacturing industry under the carbon peak carbon neutral.On the basis of these,the data of manufacturing sectors from 2009 to 2020 were collected,and labor productivity was used as an indicator which measure the upgrading of manufacturing industry.The influencing factors of China’s manufacturing upgrading were empirically analyzed and corresponding countermeasures and suggestions based on the empirical results are put forward.The paper research indicates that:as a developing country in the stage of"decoupling of carbon emissions",1)Chinese carbon emissions and human capital can promote the upgrading of manufacturing industry;2)technological innovation plays an extremely mediator effect in the impact of carbon emissions on manufacturing upgrading on the background of carbon peaking carbon neutrality.In order to achieve the goal,the manufacturing industry need to minimize carbon emission,technological innovation also play an significantly important role in upgrading;3)Export and foreign direct investment have an negative effect on manufacturing upgrading.Finally,according to the research conclusions,We propose relevant countermeasures and suggestions:improving the investment in technology innovation,cultivating high-quality talents,improving the degree of foreign trade of China’s manufacturing industry,reasonably introducing foreign investment and improving the construction of carbon emission trading market,which can promote the transformation and upgrading of China’s manufacturing industry.
