Nuclear power is one of the most advanced and large-scale new energy sources in the world today,but the development of nuclear energy will also bring great crises to people.The aftermath of the Chernobyl incident in 1986 and the Fukushima nuclear accident in 2011 once again sounded the alarm for the world.In March 2021,the Japanese government approved a plan to discharge nuclear wastewater from the Fukushima Daiichi Nuclear Power Plant offshore through an undersea tunnel.The pollution of nuclear wastewater will not only cause harm to human health,but also cause psychological panic.Once nuclear wastewater flows into the ocean,it will not only cause irreparable effects on the marine ecological environment,but also cause great damage to the public health through the biological chain.This paper also analyzes the Fukushima nuclear wastewater incident in Japan,and discusses the physical issues such as marine ecological environment and biodiversity damage that may be caused by the nuclear wastewater incident,as well as the procedural issues such as the environmental impact assessment system and the public participation system,and finally settled in China.Through the analysis of the current situation of nuclear wastewater pollution prevention and control,the current legal problems are analyzed.Finally,in view of the shortcomings in the prevention and control of nuclear wastewater pollution in China and the experience of Japanese law and international law,we put forward corresponding suggestions for improvement,we should not only improve relevant laws,but also strengthen cooperation with other countries to build a community with a shared future for the ocean.
