Research On The S City Government’s Role In The Fulfillment Of Ecological Civilization Construction Responsibility By Power Enterprises

“Lucid waters and lush mountains are invaluable assets”,“a good ecological environment is the fairest public product”.The Chinese government has formulated and issued many environmental policies,laws,and regulations and significantly improved the quality of the ecological environment through a series of pollution prevention and control measures.In the battle against air pollution and climate change,the energy sector represents the main battlefield and the power sector is the main force.The government is required to play a leading role more effectively to guard the beautiful environment with clear water and blue sky and achieve the goal of carbon peaking and carbon neutrality.This paper explores the role of the government in fulfilling the responsibility of ecological civilization construction by electric power enterprises and demonstrates the role played by the government through environmental regulation,market regulation and incentives and encouraged public participation.The government manages the legislation,system building,mechanism improvement,supervision,regulation,and social participation of electric power enterprises that fulfill their responsibility of ecological civilization construction.In this way,the emissions of soot,sulfur dioxide,nitrogen oxides,and carbon dioxide produced by thermal power generation enterprises when supplying electric energy are cut year by year.So,the government plays a vital role in improving China’s air quality and achieving the goal of carbon emission.The regulation theory is applied to analyze the government’s operating mechanism when electric power enterprises fulfill the responsibility of ecological civilization construction.The theory of ecological civilization construction is used to analyze the status quo of electric power enterprises fulfilling the responsibility of ecological civilization construction.Also,the environmental Kuznets curve is adopted to analyze the effect and trend of the government’s role.As the functions and roles of the government continue to evolve in ecological civilization construction,the corresponding research framework is constructed to conduct acting mechanism research,action effect research,action trend research,and action path research,showing the significant role played by the government when electric power enterprises fulfill the responsibility.Analysis and comparative study are made on air pollutant emissions,carbon emissions,and renewable energy development and construction in typical thermal power generation enterprises.A comparison is made between China and other major countries in the world in terms of emission standards.Various emission indicators of electric power enterprises are comprehensively analyzed and the laws formulated by governments in developed countries are compared with those formulated in China.It is demonstrated that driven by government policies,electric power enterprises have achieved remarkable results in energy conservation and emissions reduction.In the face of the lack of motivation for continuous improvement of air quality,large difficulty in the green and low-carbon transition,and the need to improve the environmental rule of law and social participation,etc.,we should study and summarize suggestions for improving environmental regulation,improve the quality of legislation,strengthen the government ’s environmental responsibility,strictly enforce environmental laws and establish a mechanism of social co-governance.We should also explore paths of green and low-carbon development,carbon and electricity market regulation,the development of wind power,solar power and hydropower development,and green power generation from coal and natural gas,strengthen public environmental education,and develop citizens’ environmental awareness,ultimately contributing to a good scenario of environmental co-governance in the whole society.
