Study On The Role Of Government In Ecological Civilization Construction In Karamay City

The 18 th National Congress of the Communist Party of China formally included ecological civilization construction in the overall layout of the "Five-in-One" socialist modernization drive with Chinese characteristics,positioning it as the basis for the development of various industries.After more than half a century of construction and development,Karamay is faced with such problems as ecological destruction,environmental pollution,prominent contradiction of ecological spatial pattern,unbalanced development and deterioration of environmental quality.Therefore,this study has strong practical significance.From the perspective of public management,based on sustainable development theory,new public management theory and urban ecosystem theory,this paper explores the important role of ecological civilization construction in promoting urban development,and the important role of ecological civilization construction in realizing the construction of a well-off society in an all-round way and the development of socialism with Chinese characteristics.By using the methods of literature research,field research,interview and case analysis,this paper analyzes the government’s insufficient role in the construction of ecological civilization in Karamay City.Through the research and analysis,it is found that the government’s insufficient role in the construction of ecological civilization in Karamay City has five aspects: first,the efficiency of government’s ecological management is low,and the mechanism of ecological legal system is weak;secondly,the ecological civilization construction planning is not reasonable and the construction mode is lack of diversity;thirdly,the economic development is weak and the ecological input in urban and rural areas is unbalanced;fourthly,the government propaganda is not deep enough and the social participation is not enough;fifthly,the supervision of ecological civilization construction needs to be strengthened and the accountability mechanism needs to be improved.Therefore,it is necessary to strengthen the role of the government in the construction of ecological civilization and do well in the following five aspects: first,to establish the target responsibility system and improve the legal system;second,to scientifically formulate development plans and implement diversified construction policies;third,to vigorously develop the ecological economy and promote the adjustment of urban and rural ecological investment;fourth,to increase publicity and guide the whole people to participate;fifth,to strengthen the ecological environment supervision management and accountability mechanism.Only in this way can the government give full play to its subjective initiative,clarify its rights and obligations,give full play to its ecological functions,implement the theory of socialism with Chinese characteristics in the new period,and realize the harmonious development of the whole society.
