Manufacturing is the cornerstone of national economic development and the foundation of international competitiveness.Over the past 40 years of reform and opening up,the comprehensive strength of China ’s manufacturing industry has increased rapidly,and is currently committed to building a manufacturing power and an innovative country.At the same time,on the road to double carbon,the transformation and development of manufacturing industry is more important.On this background,it is particularly important to study the relationship between environmental regulation policy and manufacturing innovation efficiency,to formulate reasonable environmental regulation,to guide the manufacturing industry to carry out high-quality R & D,and ultimately to promote China ’s manufacturing innovation.Focusing on the theme of the impact of environmental regulation on the innovation performance of China’s manufacturing industry,this paper selects the provincial panel data and the manufacturing industry panel data from 2008 to 2020,and uses the comprehensive evaluation method combining super-efficiency SBM and DEA-Malmquist index method to comprehensively measure the static and dynamic development trend of China’s manufacturing innovation efficiency from the sub-regional and sub-industry levels.Considering the differences of different environmental regulations and regional development heterogeneity,Moran’s I index is used to analyze the exploratory spatial data of manufacturing innovation efficiency.The spatial panel Durbin model is constructed to deeply analyze the impact of government-driven and market-driven multiple environmental regulation on the innovation efficiency of China’s manufacturing industry.The empirical results are as follows :(1)The innovation and development of inter-provincial manufacturing industry first showed a downward trend and then rapid growth,and ultimately volatility development;three regional differences are significant,showing a two horizontal and three vertical innovation space layout;technical efficiency is an important factor leading to the improvement of inter-provincial manufacturing innovation efficiency.(2)The innovation efficiency of different categories of manufacturing is rising,but there are differences between categories,the high-tech industry is in the first place,and the mediumtech industry is catching up;technological efficiency change and technological change are the main reasons for driving industry innovation efficiency.(3)Government-driven and market-driven environmental regulation have an inhibitory effect on the innovation efficiency of inter-provincial manufacturing industry,and market-driven environmental regulation has a greater impact.The role of government-driven environmental regulation in the three major regions is not obvious.Market-driven environmental regulation has an inhibitory effect in the central and western regions,but the eastern region is the opposite.(4)Spatial factors have a significant positive impact on manufacturing innovation efficiency,that is,with the continuous improvement of regional environmental regulation system,the effect between regions will gradually increase,and the level of manufacturing innovation efficiency will continue to improve.(5)R&D intensity,industrial scale and trade openness are the main reasons to promote the development of inter-provincial manufacturing innovation efficiency,and market maturity has an inhibitory effect on it.(6)R&D intensity,industrial scale and trade openness are the major advantages to promote innovation efficiency in the eastern region;R& D intensity and market maturity are the key to improving innovation efficiency in the central region;industrial scale is an important entry point for the innovation and development of manufacturing industry in the western region.Finally,based on the results of theoretical and empirical analysis,some policy suggestions are put forward for the improvement of environmental regulation-driven manufacturing innovation efficiency.
