Construction And Evaluation Of Double Prevention Mechanism For Safety Production Of Extra-large Blast Furnace

The establishment of a double prevention mechanism(Hierarchical security risk control and hidden danger investigation and governance)for occupational safety includes important instructions on occupational safety by General Secretary Xi Jinping and the "Three-Year Action Plan for Special Correction of Occupational Safety" issued by the Secretariat of the National Council Safety Committee.It is a concrete manifestation of the implementation.The Hebei Provincial Government issued Order No.2 in 2017 to build a double prevention mechanism for safe production.The double prevention mechanism is a revolutionary change in the concept of safe production,a necessary step in the development of safe production,and an effective means for enforcing safe production regulations and standards.The current situation of building the double prevention mechanism for security production at home and abroad,and the related theories of security risk classification,management and control,hidden danger investigation and management have been studied with the method of literature review in security risk management and control as well investigation and control of hidden dangers;using the method of empirical research,using the example of JT Company’s super-large blast furnace,a super-large blast furnace was constructed from three aspects: double prevention mechanism organization,security risk management and control,and hidden danger investigation and control.Security production double-prevention mechanism and the implementation effect of the super large JT Company blast furnace safety production double prevention mechanism is comprehensively evaluated by using the analytical hierarchy process and fuzzy scope evaluation method.The evaluation results show that JT Company’s superlarge blast furnace safety production is in a safe and stable operating state.This result is consistent with the actual situation of JT Company;from the quantification of occupational safety responsibilities to the centralized dispatch of safety management personnel,etc.,the protective measures of the double prevention mechanism for the safety production of super-large blast furnace are proposed.The establishment of the double prevention mechanism for the JT Company’s superlarge blast furnace has made a fundamental shift from identifying hazards to identifying safety risks.In fact,it has achieved timely and effective management and control.We have reduced on-site safety risks,effectively guaranteed the safety of the lives of our employees,and improved the level of corporate safety management.Figure 15;Table 33;Reference 55...
