Ecological issues have become a major issue that all countries in the world pay attention to,and China has successively put the construction of ecological civilization in an increasingly prominent position.The Yellow River Basin has been an important ecological place in my country since ancient times,and its security cannot be ignored.In September2019,the ecological protection and high-quality development of the Yellow River Basin was designated as a national strategy,which provided unprecedented opportunities for the Yellow River Basin.Also it has brought huge challenges to its ecological environment management.How to protect the ecological of the Yellow River Basin is next issue needs to be considered.The scientific and technological investment can improve the production technology,improve the efficiency of resource utilization,optimize the industrial and human layout,thereby improving ecological efficiency.Therefore,this paper chooses to study the impact of science and technological investment on the ecological efficiency of the Yellow River Basin,and uses the super-efficiency SBM-DEA model and the coefficient of variation to analyze the ecological efficiency and differences in the entire basin and the upper,middle and lower reaches,at the same time will be subdivided into investment in science and technology strength of government investment in science and technology and R&D staff full-time equivalent.The level of science and technology input was analyzed for the whole basin as well as the upper,middle and lower reaches,and then through the selection of test doberman dual fixed effects and build the space model,five variables are selected as control variables:level of economic development,industrial structure,intensity of environmental governance,degree of trade openness and level of urbanization.Then analysis the influence of science and technology input on the Yellow River basin ecological efficiency,A fixed-effect panel model is constructed to analyze the upper,middle and lower reaches.The last is the conclusion and suggestion.The research found: First,the ecological efficiency of the Yellow River Basin is still at a low level,there are regional differences in the upper,middle and lower reaches.Second,the difference in eco-efficiency among the five upstream provinces is expanding,the difference in eco-efficiency levels between the two middle-stream provinces and the two downstream provinces is decreasing,and the differences showed an increasing trend.Third,although the scientific and technological personnel input and scientific and technological capital investment have increased year by year,the structural distribution of the two is unreasonable.There are too few applied research sections.Fourth,the input of scientific and technological personnel,the level of economic and the openness degree play a significant role in promoting ecological efficiency,while the intensity of scientific and technological input plays a significant inhibitory role,and the results of other variables are not significant.Fifth,from the perspective of the upper,middle and lower reaches,there are regional differences in the impact of scientific and technological personnel input and scientific and technological capital investment on the ecological efficiency of the upper,middle and lower reaches of the Yellow River Basin.Specifically,the investment of scientific and technical personnel played a significant role in promoting the ecological efficiency of the upper and middle reaches of the Yellow River Basin,and the promotion effect of the upstream was greater than that of the mid-stream,while the ecological efficiency of the downstream was significantly inhibited,but the inhibitory effect was small;Capital investment played a significant role in promoting the eco-efficiency of the upper and middle reaches of the Yellow River Basin,and the promotion effect of the two was not much different,while the eco-efficiency of the mid-stream was inhibited,and the inhibitory effect was also small.There are two main innovations in this paper: from the research perspective,this paper selects the Yellow River Basin as object.The Yellow River Basin has prominent ecological problems.Therefore,it is important to study the eco-efficiency of the Yellow River Basin under the background.Most of the researches take the whole country,provinces and cities as the research objects,few studies take the river basin or the region as object,and less take the Yellow River Basin as object.In terms of content,most of the existing literature measures and evaluates the ecological efficiency of national or regional prefecture-level cities,and few scholars study the further impact of scientific and technological investment on eco-efficiency.Therefore,this paper conducts research from this perspective,which enriches this field.
