In recent years,in the context of the depletion of land resources,the ocean,as the treasure house of the earth’s resources,has attracted the attention of all countries,and countries have begun to attach importance to the development and utilization of marine resources.The South China Sea has unique geographical advantages and rich oil and gas resources and biological resources.However,with the continuous development and utilization of the countries around the South China Sea,the marine ecological environment of the South China Sea is gradually being destroyed.Therefore,the marine ecological environment management of the South China Sea has become a major problem that needs to be solved urgently.This paper starts from the general theoretical basis of marine ecological environment governance cooperation,combs the current environmental status and legislative status of marine ecological environment governance cooperation in the South China Sea,as well as the current international practice on marine ecological environment governance cooperation in the South China Sea,studies the regional cooperation model of other countries in marine ecological environment governance,and makes experience analysis and reference,On this basis,the paper analyzes the problems and causes of the regional cooperation on marine ecological environment governance in the South China Sea,and finally puts forward corresponding countermeasures and suggestions.The first chapter is the theoretical analysis of international cooperation in marine ecological environment governance,defines the concept of marine ecological environment governance,sorts out its characteristics,summarizes the subjects,models and basic principles of current international cooperation in marine ecological environment governance,and puts forward the necessity of international cooperation in marine ecological environment governance in the South China Sea.The second chapter is to sort out the current situation of the marine ecological environment in the South China Sea and its international cooperation in governance,including the current situation of the marine ecological environment in the South China Sea,the current legislative situation of the cooperation in the governance of the marine ecological environment in the South China Sea and the current practice of the cooperation in the governance of the marine ecological environment in the South China Sea.The third chapter is an empirical analysis of the regional cooperation model of international Shanghai Ocean ecological environment governance,including the "comprehensive model" : the Baltic Sea environmental governance model,the "comprehensive+discrete model" : the Mediterranean environmental governance model,and the "discrete model" : the North Sea Northeast Atlantic environmental governance model,from which the South China Sea can learn.The fourth chapter is to analyze the problems and causes of the South China Sea marine ecological environment governance cooperation,mainly from the two aspects of the South China Sea marine ecological environment governance cooperation norms and the South China Sea marine ecological environment governance cooperation mechanism,including the special marine ecological environment governance regional agreement,marine ecological environment pollution governance standards,governance responsibilities The institutional arrangement,governance model and joint law enforcement mechanism among countries for building a community with a shared future in the environment.The fifth chapter puts forward suggestions on improving the cooperation norms of marine ecological environment governance in the South China Sea in response to the problems raised in the previous chapter,and constructs the cooperation mechanism of marine ecological environment governance in the South China Sea from both the international path and the Chinese path.
