Evaluation And Path Study Of Ecological Civilization Construction In Xinjiang Based On DPSIR Model

2022 is the year of the 20 th National People’s Congress of the Communist Party of China and the key year of comprehensively implementing the "Fourteenth Five-Year Plan" and thoroughly fighting the battle of pollution prevention and control.It is of great significance to do a good job in ecological environmental protection.The construction of ecological civilization is a long-term,systematic,strategic and innovative task,which has a long way to go.It needs to be solidly promoted from many aspects on the basis of a systematic understanding of the scientific connotation of the construction of ecological civilization,along the basic path of the construction of ecological civilization.Under the initiative of "the Belt and Road",Xinjiang has entered the stage of great development and opening up.With the rapid economic and social progress,the importance of ecological civilization construction has become increasingly evident.How to realize the mutual promotion of high-quality economic development and ecological civilization construction is the key point and focus that Xinjiang must grasp for a long time to seek peace,stability,sound and rapid development,and is also the research and exploration that Xinjiang must carry out to effectively promote the construction of a beautiful China.On the basis of summarizing the relevant research results of ecological civilization construction at home and abroad,this paper first introduces and analyzes the connotation of ecological civilization,relevant theoretical basis and the current situation of ecological civilization construction in Xinjiang;Then,based on the DPSIR model,a comprehensive evaluation index system of Xinjiang’s ecological civilization construction is constructed,including five system layers and 43 index layers;Secondly,the improved TOPSIS method combined with weighted Markov distance and grey correlation analysis is used to comprehensively evaluate the ecological civilization construction in Xinjiang from 2010 to 2020,and the important impact indicators in the evaluation index system are studied with the impact degree model,and the coupling and co-scheduling among the five subsystems of the DPSIR model is also analyzed;Finally,from the perspective of the external environment,the industrial structure and fiscal decentralization are selected as the influencing factors outside the indicator system for analysis,and the previous research results are summarized to give the path choice to promote the construction of ecological civilization in Xinjiang.The main conclusions are as follows:(1)The comprehensive evaluation indexes of Xinjiang’s ecological civilization construction from 2010 to 2020 are as follows: 0.58670,0.59258,0.59453,0.62091,0.63227,0.63628,0.62879,0.62649,0.62877,0.62624,0.62446,the overall trend was first increased and then stable,and the lowest value was 0.5867 in 2010.In 2015,the level of ecological civilization construction reached the maximum of 0.6363,and has been basically stable since 2016.(2)Using the impact model,the comprehensive impact of 43 indicators was calculated and ranked.The top five were the proportion of total water occupied by ecological water,natural population growth rate,chemical oxygen demand emissions,energy processing and conversion efficiency,and industrial pollution control rate.The influence of driving force,pressure,state,impact and response subsystems was added to each index.The overall impact of the impact system was larger than that of the other four subsystems,and the impact value from 2012 to 2017 was the largest.The proportion of total water occupied by ecological water and the energy processing and conversion efficiency of the impact system played a positive role in promoting the impact system.From 2018 to 2020,as the impact level of the drive system increases,the impact value of the impact system decreases.(3)On the whole,from 2010 to 2020,the coupling degree of the five subsystems is on the rise and the degree of coordination is good,all in the stage of coordinated development;The coupling coordination degree of the five subsystems is far less than that of the coupling degree,which belongs to the category of dissonance and decay.It does not play a good coordinating role in the development of Xinjiang ecological civilization construction,and the coupling coordination level still has great room for improvement.The change of coupling degree and coupling coordination degree between the two subsystems is basically consistent with the coupling coordination analysis between the five subsystems.The influence system plays an important role in the coupling development of Xinjiang ecological civilization construction,and the state system plays a key role in the coupling coordination degree development of Xinjiang ecological civilization construction.(4)Industrial structure and fiscal decentralization will affect the level of ecological civilization construction in Xinjiang.The more reasonable the industrial structure is,the higher the degree of financial autonomy will be,the more it will promote the development of ecological civilization construction in Xinjiang.(5)On the basis of the above,it gives five path choices for ecological article construction that are in line with the situation of Xinjiang: "Adjust industrial structure,upgrade production concept","Focus on pollution control,realize ecological restoration","Attach importance to scientific and technological research and development,promote innovation construction","raise public awareness,advocate national governance" and "perfect decentralization system,strengthen government mechanism".We will strengthen the building of an ecological civilization system,follow the path of resource exploitation,economic and social development,and ecological and environmental sustainability,and promote the building of a beautiful Xinjiang.
