| Since the initiation of China’s economic reform and opening-up policy,the country has experienced rapid economic development,with its Gross Domestic Product(GDP)ranking as the second largest in the world,registering an average annual growth rate of nearly 10%.However,this impressive growth has come at a significant environmental cost.Environmental degradation and ecosystem destruction pose unprecedented challenges to sustainable economic and social development,seriously affecting the survival and progress of human society.The occurrence of various environmental issues has touched bottom lines related to economic development and national livelihoods.To tackle these problems and promote sustainable development,the 20 th National Congress of the Communist Party of China attached great importance to ecological and environmental issues.It incorporated the construction of Ecological Civilization into the overall modernization of political,cultural,economic,and social development,emphasizing respect for nature,compliance with nature,and protection of nature as inherent requirements for building a comprehensively modernized socialist country.The concept that green water and mountains are as valuable as mountains of gold and silver must be established and implemented to promote the harmonious coexistence of humans and nature.Against this backdrop,this study utilizes literature research methodologies to provide a comprehensive overview of current state-of-the-art domestic and foreign environmental regulatory policies,challenges,and best practices.Subsequently,it focuses on the city of Xintai Circular Economy Industrial Park as the research area.By conducting field investigations and using data analysis methods,the study aims to investigate the status quo and identify existing problems in environmental regulation in the research area,while also proposing corresponding countermeasures through analyzing identified concerns and underlying causes.The research reveals that policy executors in the Xintai city Circular Economy Industrial Park lack motivation,and communication between organizations is deficient.Additionally,there are weak law enforcement deterrence mechanisms for environmental regulation,outdated ecological environment regulatory measures,insufficient implementation capabilities of environmental regulatory policies,and unclear responsibilities within the implementing institutions.In response,policymakers must develop a regulatory system to strengthen their ability to enforce and comply with environmental policies while innovating and updating current ecological environment regulatory measures.Furthermore,they must improve communication and cooperation mechanisms for ecological environment regulation.This study provides valuable insights into the transformation and development of industrial parks in Shandong Province and other regions across China.It also offers insightful guidance for environmental regulation in similar industrial parks worldwide. |
