| As an important national ecological security barrier and energy and chemical base,the Yellow River Basin plays an important role in China’s economic and social development and ecological security.Restricted by objective factors such as geographical conditions and resource endowments,and influenced by artificial factors such as postnatal loss of nutrition,the Yellow River basin still has problems such as over-exploitation of water resources,serious regional environmental pollution,rough and heavy economic development model,and unbalanced and inadequate development.In this context,the state has elevated the ecological protection and high-quality development of the Yellow River basin into a major national strategy,and environmental regulation has become an important means for provinces along the Yellow River to seize strategic opportunities and improve the quality of ecological environment and economic development.Different types of environmental regulations have different implementation effects.Therefore,this paper classifies environmental regulations into two categories,formal and informal,and attempts to explore the impact of heterogeneous environmental regulations on the high-quality economic development of cities along the Yellow River.First,the article summarizes the literature on environmental regulation and high-quality economic development domestically and internationally.Secondly,combining economic growth,Porter’s postulate and pollution sanctuary postulate,local authority competition and other related theories,we analyze the direct and spatial spillover effect influence mechanism of environmental regulation on the high-quality economic development of cities along the Yellow River and the mediation effect system of industrial structure optimization.After that,entropy value approach is used to measure and analyze the heterogeneous environmental regulations and high-quality economic development in cities along the Yellow River.The analysis finds that the degree of formal environmental regulation enhances annually,while the degree of informal environmental regulation changes with the strengths and weaknesses of local environmental conditions.In the temporal dimension,the economic quality development index of the Yellow River basin shows a rising trend over the years,and the magnitude of the increase varies among different fields;in the spatial aspect,the index gradually changes from a decreasing pattern from downstream to upstream to a more balanced regional development.In the empirical analysis,based on the ordinary panel model,the spatial Durbin model,and the mediating effect model,we analyze the direct effects and spatial overflow effects of heterogeneous environmental regulations on the high-quality economic development of the Yellow River Basin,and further test the mediating effect of industrial structure optimization.It is found that:(1)both formal and informal environmental regulations can effectively improve the overall economic development quality of the Yellow River basin,with formal environmental regulations having a stronger effect.(2)In terms of regional heterogeneity,the two types of environmental regulations positively contribute to the quality of economic development in the lower reaches of the Yellow River Basin compared with the upper and middle reaches,and the strongest effect is seen in the heterogeneity of city types,with formal environmental regulations contributing more to resource-based cities and informal environmental regulations only positively affecting non-resource-based cities.(3)Formal environmental regulations can produce positive spatial spillover to neighboring cities,while informal environmental regulations do not have spatial spillover effects.Second,there is a partial intermediary effect of industrial structure optimization,and both types of environmental regulations can indirectly positively promote the economic quality development of cities along the Yellow River through industrial structure optimization.Based on the above analysis,this paper argues that we should play the leading role of formal environmental regulation,promote public participation in environmental governance,select a targeted combination of environmental regulation tools,and improve the regional collaborative governance mechanism. |
