In the context of the new normal of high-quality economic development,the promotion of ecological environmental protection and the coordinated development of economy and society is related to the harmonious coexistence of man and nature.Therefore,the consideration of ecological environmental protection into the overall economic and social development is an important content of the realization of highquality economic development.As the basic tool of ecological environment protection,environmental regulation will also have complex influences on other aspects of economy and society in the process of improving ecological environment.At the same time,considering the close economic and geographical spatial links in various regions of our country,the environmental regulation obviously has spatial spillover effect.Therefore,it is necessary to analyze how environmental regulations affect high-quality economic development from the perspective of space.This paper focuses on the topic of the impact of environmental regulations on highquality economic development.Based on the provincial panel data from 2008 to 2020,this paper firstly makes a comprehensive evaluation on the level of high-quality economic development,and mainly uses the spatial Dubin model to analyze the impact of environmental regulations on high-quality economic development from the spatial perspective.The main research conclusions of this paper are as follows: First,the quality development level of provincial economy in the sample period shows an overall upward trend,but the overall level is still relatively low,and there are obvious regional differences,showing the spatial distribution characteristics of "high in the east and low in the East and west".Second,in the non-spatial panel model,the impact of environmental regulations on high-quality economic development is inverted U-shaped.This conclusion held true even after using the two-stage least square method(2SLS).Thirdly,in the spatial Dubin model,both the direct effect and the spatial spillover effect(indirect effect)of environmental regulation on high-quality economic development are shown as an inverted "U-shaped" curve relationship of promoting first and then inhibiting.More importantly,whether it is direct effect or indirect effect,the intensity of environmental regulation at present is on the left side of the inflection point of the curve.This means that strengthening environmental regulation is not only conducive to the high-quality development of local economy,but also will promote the high-quality economic development level of spatially related regions.The above conclusions are still valid in the robustness test of the replacement space weight matrix and the endogeneity discussion of the generalized space two-stage least square(GS2SLS).Furthermore,this paper explains in detail the spatial spillover effects of environmental regulations from the perspectives of strategic imitation of local government environmental regulations and trans-provincial transfer of polluting enterprises,and verifies the existence of both.
