Oil and gas resource-based cities,formed and developed with the development of oil and gas resources,have unique social development characteristics and special material space environment.However,this also leads to the complexity of its disaster situation.With the development of cities and the development of onshore oil and gas fields,oil and gas chemical plants are gradually integrated with urban communities.Once an oil and gas storage tank leakage accident occurs,its neighboring community residents will be in a severe and complex disaster environment.Especially for the elderly group,due to their lack of physical mobility,it is easy to cause evacuation shortcomings in accident disasters.With the continuous aggravation of population aging in China,the number of middle-aged and elderly people in the community continues to rise.Therefore,it is particularly important to study the evacuation strategy and fire protection measures of aging communities under the disaster of oil and gas storage tank leakage accidents to ensure the safe evacuation of residents in aging communities.Through the investigation of population aging in oil and gas resource-based cities,it can be seen that the population aging in oil and gas resource-based cities in Northeast China is extremely serious.Taking Daqing community and nearby chemical plants as an example,this paper selects 32 communities in Daqing from the perspective of evacuation to summarize the typical community road network form and the location relationship with chemical plants.Typical examples were selected,and ALOHA software was used to simulate and analyze the harm of oil and gas storage tank leakage accidents in chemical plants to nearby communities.Based on a series of tank leakage accidents,Pathfinder software was used to establish a humanvehicle evacuation agent and community space model to simulate the coordinated evacuation of people and vehicles on a meso-scale.Three practical and effective community evacuation optimization strategies are proposed,including fire protection transformation strategy of evacuation effective road network density,equilibrium distribution strategy of exit and distribution of evacuation mode optimized by heterogeneity of victims.The study found that :There are only LPG storage tanks in the storage tank area of the example factory.The leakage toxic gas diffusion and vapor cloud explosion accidents will cause serious injury threats to nearby communities,and the threat range is large in the autumn east wind meteorological environment.In the case of LPG storage tanks and adjacent storage tanks in the tank area,when a leakage explosion or leakage fire accident occurs,there is a certain probability that the tank failure will cause a domino accident.The three emergency shelters in the community cannot be used.For the aging community,walking alone cannot evacuate the dangerous area of the community within a limited time.Vehicles should be used to assist evacuation,which can greatly improve evacuation efficiency.When adopting the evacuation effective road network density fire protection transformation strategy,the export equilibrium distribution strategy and the disaster victim heterogeneity optimization evacuation mode distribution strategy,the overall evacuation efficiency of the aging community can be further improved,and the dangerous area under the LPG tank leakage series accident can be evacuated in a limited time.Finally,according to the optimization simulation,the evacuation optimization strategy of the aging community in oil and gas resource-based cities is proposed in the aspects of calamity prevention planning and design,disaster rescue and evacuation emergency management.
