Research On Evaluation And Promotion Strategy Of Hse Management Level In S Oil Production Plant

Petroleum industry is the pillar industry of our economy.HSE(Healthy,Safety and Environment)health,safety and environment management system is a trinity management system explored and gradually developed in the international oil industry.Along with economic development and social progress,the society’s expectation of safe production is increasing,and the employees’ awareness of their occupational health and safety is increasing,and the government’s attention to the working environment and the occupational safety and health rights and interests of workers is also increasing.Changes in external and internal environment have prompted more and more enterprises to pay attention to health,safety and environmental performance and establish and implement HSE management system.China HSE management system was also introduced from the petroleum industry and has developed for more than 20 years.Implementation of HSE management system can not only bring economic,social and environmental benefits to enterprises,but also meet the objective requirements of economic and social "sustainable development".In order to improve the level of HSE management in S oil production plant,this paper clarifies the shortcomings in the application of HSE management in some oil production plants by combing the current situation of domestic and foreign research,and also clarifies the main content of the thesis research;the thesis introduces the relevant basic theories in detail,analyzes the HSE management system and concept in depth,clarifies the components of HSE management,and on this basis constructs the oil production plant to build an evaluation index system based on On the basis of this,the evaluation index system of three primary indicators of safety management,environmental management and health management,and 12 secondary indicators of safety responsibility implementation,safety special rectification,major risk control,pollution prevention and control,occupational health management,etc.was constructed in the oil production plant,and the hierarchical analysis method was adopted to determine the weights,and the fuzzy comprehensive evaluation method was used to comprehensively evaluate the HSE management level of S oil production plant.The evaluation results show that the HSE management of S oil production plant is at a "relatively good" level,but there are still shortcomings in the implementation of key tasks,contractor management system,emergency management,clean production and other aspects.The article concludes by proposing measures to improve the operational efficiency of the HSE management system of S Oil Production Plant,enhance the performance of HSE,make the HSE system of S Oil Production Plant meet the characteristics of its own industry and the strategic development needs of the company,and establish a good foundation for further management system integration.
