Cross-domain water environmental governance is a major problem of local government governance in our country,which concerns the relationship between local governments and local governance capacity.The discussion on the differences of intergovernmental cooperation in water environment governance is a question concerning regional and social development.Abundant water control experience and fresh joint water control practice in Taihu and Wuxi provide a rich practical research object for this paper.Under the background of joint water control,what kinds of models of intergovernment cooperation on water control have been formed? What is the behavioral logic of cooperative agents behind the pattern?In this paper,a "situation-structure-behavior" of inter-governmental cooperation in cross-domain water environment governance is constructed by means of interview method and multi-case study method,combined with the theory of collaborative governance,transaction cost theory and collective action theory.Based on the two dimensions of task complexity and longitudinal intervention,the situations in intergovernmental cooperation on water environment were divided into four dimensions:simple situation,accountability situation,complex situation and pressure situation.According to the clear definition of responsibilities in the governance rules and the sufficient resources of the cooperative subject,the cooperative subject structure is divided into independent structure,dependent structure,loose structure and patchwork structure.Combined with the influence of situation and structure on behavior,the paper reveals the behavioral logic of administrative absorption,liability avoidance,risk avoidance and cooperation of local governments in cross-domain water environment governance.On this basis,four modes of inter-governmental cooperation in interdomain water environment governance are summarized: procedural cooperation,forced cooperation,standard cooperation and institutional cooperation.On this basis,in order to verify the rationality of the framework,cases of village river chiefs’ joint river patrol,Single Jiatang Creek control,Chima Zhuqiao section renovation and water hyacinth joint protection in the governance of Taihu and Wuxi waters are selected to further demonstrate and explain the framework.Generally speaking,in the absence of vertical intervention,the degree of cooperation of procedural and standard type is generally low,showing a negative cooperation state.Both forced and institutional cooperation can achieve cooperation results,but forced cooperation is characterized by contingency and passivity and lack of cooperation enthusiasm.The research shows that institutional cooperation is the most stable and effective form in the inter-governmental cooperation governance mode of cross-domain water environment.By comparing the characteristics of the four cooperation modes,the following problems still exist in the current inter-governmental cooperation: the predicament of governance pattern and the uneven distribution of resources,the lack of understanding of cooperation and the limitation of ways,the lack and distortion of the design of performance appraisal system,the lack of channels and communication barriers of information sharing,the lack of participation of multiple subjects and the difficulty of interaction.And further strengthen the top-level design,provide system guarantee;Improve supervision and assessment,and promote scientific accountability;Integrate internal and external resources;Promote digital construction,improve governance efficiency and other aspects of the improvement of the path. |
