Research On Government Regulation In The Marketization Of Environmental Sanitation In ChangSha County

A clean and tidy city is the simplest yearning for a better life for the people who live in it.Good sanitation and cleaning services are the most basic Huimin County services that the government provides to the people.The better the city environment,the better the image of the city,the more able it is to rally people,to gather popularity.Since 2011,Changsha County has put its sanitation and cleaning services on the market,and the reform has achieved remarkable results.It has been rated as “The happiest city(county level)in China”and “National Health County town”for many years in succession.Since 2011,the marketization of sanitation and cleaning services in Changsha County has gone through three stages: initial stage,development stage and deepening stage,mainly in the regulatory efficiency is not high and regulatory intensity is not enough.Based on the theories of supply of public goods,principal-agent theory and government supervision,this paper uses the methods of data collection,on-the-spot interview,case analysis and comparative analysis,to identify and summarize the problems in the market-oriented government regulation of sanitation and cleaning services in Changsha County,this paper analyzes the reasons from the aspects of the unclear responsibilities of the supervisory departments,the outdated supervisory technical means,the unreasonable supervisory standards and the single and backward supervisory mode,and draws lessons from the experience of the market-oriented government supervision of the environmental protection and cleaning services in Shanghai,in order to solve the problems in the market-oriented government regulation of environmental protection and cleaning services in Changsha County,this paper puts forward some countermeasures,such as clarifying the supervision responsibilities of departments,integrating the supervision technology efficiently,setting the supervision standards scientifically and improving the innovative supervision methods,etc.,promote the upgrading of environmental protection and cleaning services in Changsha County,and contribute to the economic and social development of Changsha County.
