| While economic construction is advancing rapid urbanization and expanding the scale of cities,it has also brought changes in the industrial structure,human settlements and social security.In particular,urban environmental sanitation is related to the quality of life of the people.Sustainable and healthy development is of practical significance.Domestic and foreign studies have shown that,as an important public product,sanitation services can mediate the allocation of urban sanitation market resources through market mechanisms,which is conducive to the formation of an efficient,equal and orderly sanitation market environment,which is based on the urbanization process of most countries look,the government generally adopts the model of "separation of government and enterprise" and does not directly participate in the supply of environmental sanitation market factors.In my country,the practice of marketization of environmental sanitation began in the mid-1980 s.It was first explored in the coastal city of Shenzhen and then flourished throughout the country.Many experiences and lessons have been drawn.Although the environmental sanitation management department has also carried out a certain degree of reform,there are still problems such as high marketization costs,uneven service quality,and inadequate supervision.This article takes the supply of public goods and the principal-agent relationship as the theoretical basis,takes the environmental sanitation service guarantee center in Hangzhou Xiaoshan District,analyzes the development process and current situation of the market-oriented reform of environmental sanitation services in Xiaoshan District.Based on the basic theories of management,cut into the existing market-oriented supply mode of environmental sanitation from three points of benefit,standardization and fairness,and compare the performance differences of environmental sanitation management under the three market-oriented supply modes of full government responsibility,semi-marketization and full marketization.Through the analysis of the basic practices of the market-oriented reform of environmental sanitation in Xiaoshan District,improve the market-oriented reform include:the environmental sanitation management department clarifies its role positioning,objectively and comprehensively understands the public’s demand for environmental sanitation public services,and enhances environmental sanitation through intelligent means The department’s ability to supervise basic personnel,equipment,and operations to improve performance management.Introduce market-based incentives to give full play to the expected positive guidance of the agent’s active exercise of rights,and further promote the participation of multiple entities such as state-owned capital and private environmental sanitation operating companies in the investment and operation of environmental sanitation. |
