Research On Collaborative Governance Mechanism Of Municipal Domestic Waste Classification In Lanzhou

The problem of municipal domestic waste management has become an important factor in the development of the city.Lanzhou has a resident population of 4.359 million,which is increasing year by year.The urban permanent resident population is calculated as 3.62 million,with an average of 0.5 kg of garbage per person per day,and the daily output of garbage in the city is 1810 tons.At present,the main urban area of Lanzhou is overloaded with garbage incineration,and the landfill-based remote suburban counties are expected to reach saturation within 18 years.The comprehensive implementation of urban garbage classification is conducive to the realization of domestic garbage reduction,resourcefulness and harmless treatment,the improvement of environmental governance and the realization of sustainable development.This paper using the theoretical perspective of collaborative governance,through literature research,questionnaire survey and interview,this paper finds that there are still some problems in the current domestic waste classification in Lanzhou,such as the lack of establishment of collaborative mechanism and poor operation mechanism,which are embodied in the cooperation of internal departments of the government to be strengthened,the lack of synergy of social organizations,the low degree of marketization of waste classification,the insufficient participation of ordinary people in the whole process,the incomplete popularization of waste classification,the classified collection and transportation processing system is not perfect,the investment guarantee mechanism is not perfect,and the publicity work is not in place.The reasons for the above problems includs the difficulty in realizing the source classification of ordinary people,the limitations of the unilateral leadership of the government,the lack of synergy among various subjects,the lack of power in all links of waste classification.Based on the successful experience of garbage classification in Japan and Sweden,as well as in Shanghai and Xiamen,this paper puts forward suggestions on strengthening the cooperation between main body and process to build a collaborative governance mechanism,in order to provide useful reference for Lanzhou city to improve the level of municipal solid waste classification management.
