| "Green water and green mountains are golden mountains" is an important part of Xi Jinping’s thought on ecological civilization,and the realization of the value of ecological products has become the bridge between "green water and green mountains" and "golden mountains".Ecological products and their value realization are an indispensable part of all industries,and an important factor in the construction and management of all kinds of projects,which plays an important role in the construction and management of urban infrastructure.After the issuance of the Opinions on Establishing a Sound Mechanism for Realizing the Value of Ecological Products by the General Office of the CPC Central Committee and the Office of the State Council,the contents related to the accounting of the total value of ecological products(GEP),the transformation path of ecological product value,and the mechanism for realizing the value of ecological products have become hot topics.At present,domestic scholars’ research on ecological product value mainly focuses on establishing ecological product value realization mechanism,accounting and assessing ecological product value,exploring ecological product value realization mode and path,but there is less research on the evaluation of the effect of ecological product value transformation,and there is a lack of analyzing the level of ecological product value transformation from a quantitative perspective.Beijing,the capital city,assumes the functions of the four centers of national politics,culture,international communication,and science and technology innovation,and by 2035 it will be built into an ecological city with blue sky,clear water,and surrounded by forests as its development goal.Although the city has ecological products provided by rich natural resources such as forests,water systems and wetlands,these ecological products are still subject to difficulties in pricing,value accounting and market-oriented trading,which restrict the realization of their value.For a certain period of time,Beijing lacks a diversified market compensation mechanism and an effective evaluation mechanism for the value of ecological products and the effectiveness of value transformation.Based on the current ecological product value transformation path,this study constructs an index system for evaluating the effectiveness of ecological product value transformation,and quantitatively evaluates two indicators,namely,the amount of ecological product value transformation and the transformation rate.It also takes the whole area of Beijing as the object of empirical analysis,and evaluates the ecological product value conversion volume and conversion rate in Beijing for five years from 2017 to2021,and the specific conclusions are as follows:Firstly,the value conversion volume of ecological products in Beijing in 2021 is 64.362.46 billion yuan,and the conversion rate is 16.41%,and the overall conversion effect is at a low level.Although the value conversion volume is increasing,the conversion rate is still low,especially for the regulation service products,which have the highest value because of their non-material properties,but cannot be directly traded through the market and can only be indirectly converted through relevant compensation and taxes,with the lowest value conversion rate of 5.75%.On the contrary,the value conversion rate of material supply products,which have the lowest value,is the highest because they can be directly traded in the market,and they can be fully converted and account for the largest proportion of the total value conversion.The value conversion rate of cultural service products is 10.24%,which is higher than the value conversion rate of regulating service products,but there is still much room for improvement in its value conversion rate.Secondly,by evaluating the effect of value transformation of ecological products in Beijing,we conclude that the factors restricting the realization of value of ecological products in Beijing include the inadequate mechanism of value realization of ecological products in Beijing,the single path of value transformation of ecological products in Beijing,and the insufficient market-led endogenous power of value transformation of ecological products in Beijing.Finally,in the light of the factors restricting the realization of ecological product value in Beijing,suggestions for improving the mechanism of ecological product value realization are put forward in four aspects: establishing the mechanism of ecological product investigation,monitoring and supervision,expanding the path of ecological product value transformation,broadening the financing channels of ecological product supply and trading subjects,and improving the mechanism of ecological product protection and compensation. |
