Study On The Problems And Countermeasures Of Environmental Protection Service Purchase In A Municipal Government Of Sichuan Province

Among the public categories procured by government departments,environmental protection services are a relatively large part of the content,such as water pollution control,solid waste disposal,air pollution control,noise control,etc.In the context of the rapid development of China’s market economy,the original way of direct government provision is no longer applicable,and the content of environmental protection is gradually provided to the public in the form of government purchase of professional public services.This thesis further collates and researches the content related to the purchase of environmental protection services by government department of A city in Sichuan province,based on public service supply theory,new public service theory,public-private partnership theory,using literature research method,case study method,questionnaire survey and interview survey method,to analyze the lack of clarity in departmental responsibilities,insufficient supervision and assessment,long time to identify the undertaker,and the lack of market research in the specific implementation process of the purchased services.We analyzed the causes of these problems,including crossover of management functions,inadequate supervision and assessment system,imperfect service procurement mechanism,lack of openness of market barriers,and insufficient attention to public participation.However,while these problems exist,it is also important to affirm the favorable aspects of adopting the purchase of services such as injecting momentum to stimulate the market,dispersing and reducing government risks,and promoting the transformation of government functions.By introducing the advanced practices and experiences of other domestic governments in purchasing public services,this thesis extrapolates to the environmental protection service industry,and can make suggestions to improve the quality of environmental protection services purchased by government departments of city government A from various aspects,such as strengthening the collaborative governance of government departments,establishing a scientific and reasonable regulatory system,optimizing the government procurement mechanism,creating a more favorable market competition environment,and paying attention to public participation.
