In recent years,with the increasingly serious environmental problems,the topic of environmental protection and governance,and the demand for environmental services are increasing.Urban public places cleaning,roads and parks green management,air and water pollution treatment and garbage handling and other issues are people’s daily concern.Meeting the people’s demand for a better environment has become an urgent problem the government face with.Public environmental governance has always been a category of government management.In the past,the government directly provided services to maintain the urban public environment.However,with the rapid development of the socialist market economy,this mode is no longer applicable.The government also faced with the urgent need to accelerate the transformation of functions,innovate social management and improve work efficiency.So,government purchase services has become the critical key to solve the problem of public environment: power to the society through the use of fiscal funds to buy public services,to create a service-oriented government,not only to reduce the burden of government,improve the government’s work efficiency and the efficiency in using fiscal fund,but also with the introduction of social and market forces,stimulate the market vitality.It is an important measure of Supply-side structural reform.The paper introduces the definition of public service,the government purchase of public environmental services and the public choice theory,the new public management theory,the new public service theory,and the governance theory.Using a district in Beijing to purchase environmental public service in the road sweeping cleaning projectas the practice for research,analysis of its background,service mode evolution development process and the specific implementation process,affirms that the responsibilities of both parties is clear,the participation of social organization is improving,the price is flexibility and adapted to the market.However,there are some problems too.The information platform resource utilization is not enough,the purchase service content is relatively single,and the evaluation system construction is insufficient and so on.The paper also analyzes the causes of the problems.By comparing the advanced experiences of government purchase of environmental services of Guangzhou,Shanghai,the Phoenix and Munich,Germany,the paper confirms their advantages,including quantify the content of service,the citizen participation and effect evaluation.These are good advices for Beijing to promote the government purchase environmental public service.Finally,the paper puts forward some reasonable suggestions for the government of A district of Beijing to purchase environmental public services.In order to strengthen the construction of District A of Beijing to purchase environmental public service system,Beijing not only need to improve studying,to clarify government role and responsibilities,to resolve the problems of "what to buy","who to buy","how to buy",but also need to set up a complete environmental service information platform as soon as possible,and to complete the legislation.Improving oversight mechanisms and performance appraisal mechanisms,make it more extensive,effective and fair for governments to purchase environmental public services.
