Safe operation of aviation is the primary goal of civil aviation development.To ensure the safe operation of aircraft,it is necessary to establish a set of complete and reliable flight standard operating procedures.With the rapid development of civil aviation industry,the importance of SOP(Standard Operating Procedures for Flight)has been reiterated continuously.According to the relevant studies at home and abroad,there are analytical studies on SOPs from different perspectives,but less attention has been paid to the differences of SOPs among airlines.Therefore,it is necessary to analyze and study the different SOPs of existing airlines.Firstly,in this paper,through literature survey,relevant domestic and international regulations and standard documents,and after expert interviews and opinions,we get a three.level evaluation index system of SOP based on the process of each phase of flight operation.It includes 5 primary indicators and 20 secondary indicators in pre.takeoff stage,takeoff climb stage,cruise stage,approach landing stage and post.landing stage.Then,questionnaires were issued and expert interviews were conducted for aviation experts,and the questionnaire data were analyzed for reliability and validity and met the requirements.Based on the expert opinions and survey data,a combination of entropy and order relation analysis method of assignment is used to assign the indicators,and SOP evaluation model is established using fuzzy comprehensive evaluation.Finally,this paper combines theory and practice and selects three most representative domestic airlines,Air C,Air S and Air Y.These three airlines have different corporate nature,different fleet sizes and different flight bases,which are highly comparable.The questionnaires were distributed to the senior pilots of these three airlines to collect data and evaluate the SOP of 737 NG aircraft of these three airlines,The C aviation evaluation result is 89 points.Between excellent and good,slightly biased to good.The S aviation evaluation result was 89 points.Between excellent and good,biased to good.The Y aviation evaluation result is 91 points.Between excellent and good,slightly biased to excellent.and then the results were sent back to the senior pilots flying 737 NG of the corresponding companies.A side.by.side comparison of the SOPs of the three airlines was then conducted to summarize the similarities and differences of each airline’s SOPs.Based on the actual flight operation and the differences of SOPs of each airline,this paper establishes a set of SOP evaluation model based on fuzzy theory.The SOPs of three airlines are analyzed with examples to verify the reasonableness and feasibility of the model.By analyzing and comparing the evaluation results,conclusions are drawn to provide certain reference opinions on the design or improvement of SOPs.A quantitative evaluation method is provided for each airline SOP.
