At the 75th General Debate of the United Nations General Assembly in September 2020,President Xi Jinping stated that China will take stronger measures and policies to peak CO2 emissions by 2030 and try to achieve the goal of carbon neutrality by 2060.The key factor affecting China’s resources,environment and economic growth is the factor of green technology innovation.As China’s economy continues to grow and foreign direct investment enters a new normal,the demand for green technology innovation is increasing.In this context,the impact of FDI on the efficiency of green technology innovation in industrial industries is more worthy of in-depth study.Therefore,the article focuses on the green technology innovation efficiency of industrial industries and measures the green technology innovation efficiency indexes of 38 industrial sub-industries through a two-stage DEA method to explore the mechanism of the effect of FDI on green technology innovation.The article firstly analyzes the relationship between FDI,R&D investment,education investment and green technology innovation from a theoretical point of view,and describes the current situation of foreign investment in China and the current situation of green technology innovation in industrial industries,based on which three hypotheses are made: the positive influence of FDI on enterprise R&D investment;FDI can promote the improvement of green technology innovation level through R&D investment.It is believed that FDI can promote the level of green technological innovation through education investment,and there is a mediating role between R&D investment and education investment in the influence process.Second,based on the input-output perspective,the data envelopment approach(DEA for short)is applied to measure the efficiency of green technology innovation in industrial industries.On top of this,a model of the effect of foreign investment on the efficiency of green technology innovation and a test of the mediating mechanism role of R&D input and education input were constructed.We also analyze the effect of foreign direct investment on green technology innovation efficiency by constructing a fixed-effects model with the green technology innovation efficiency indicators of 38 industrial sub-industries and verify the mediating mechanism of R&D investment and education investment in the effect of foreign direct investment on green technology innovation efficiency.Finally,the thesis concludes that the increase of FDI will promote the efficiency of green technology innovation in industrial sectors.However,after adding environmental factors,i.e.,from the perspective of undesired output,the effect of FDI on green technology innovation in industrial sectors is inhibited,reflecting the "pollution paradise" effect of FDI.The mechanism analysis shows that FDI can influence the efficiency of green technology innovation in industrial industries through two channels: R&D investment and education investment.Based on the above findings,this thesis proposes policy recommendations that the government and the industrial sector should work to promote green technological innovation,introduce high-quality green foreign investment,and coordinate the green development of the industry to ensure the maximum effectiveness of FDI.
