| The ecological environment plays a very important role in social development and human life,but the continuous discharge of pollutants in human production and life are destroying natural resources such as air,water,and land all the time,and the emission of carbon dioxide and other greenhouse gases seriously damages the balance of the ecosystem.In order to further implement the concept of green development,China is actively improving the efficiency of ecological environment governance and continuously expanding the effectiveness of governance.At the same time,in order to cope with various environmental and development problems,China has actively deployed energy conservation and emission reduction work.It is not only the responsibility of a major country to deal with climate change,which is a global problem faced by mankind,but also an important measure to actively comply with the global trend of green and low-carbon development.In this context,the analysis of the coupling coordination mechanism and promotion strategy between carbon peaking and carbon neutralization and ecological environment governance has important research and application value.In order to analyze the coupling and coordination relationship between the two processes,this paper will construct the evaluation index of ecological environment governance and carbon peaking.The comprehensive development index under the carbon neutrality goal is to study the degree of coupling and coordination between the two and related influencing factors.On the basis of comprehensively implementing the new development concept and aiming at achieving green and high-quality development,this study selects data from different perspectives of 30 provinces across the country from 2010 to 2019 from four perspectives: industrial structure,energy structure,technological innovation and ecological carbon sink.According to the overall requirements of ecological civilization construction,the author will construct ecological environment governance indicators including five dimensions of water environment,atmospheric environment,pollution control,green environment and residents’ life system.The subsystems in the index system are artificially weighted based on relevant research,and the index layer is weighted by a combination of CRITIC assignment method and entropy weight method.Finally,in order to study the coupling between carbon peaking and carbon neutralization and the ecological environment,the coordination degree is calculated by using the coupling coordination degree model to calculate the coupling coordination degree index.The next trend of coupling coordination degree is predicted through the gray prediction model,and finally the gray correlation degree analysis model is used to make an empirical analysis to the factors that affect the coupling coordination relationship between carbon neutralization and ecological environment governance from the macro,meso and micro perspectives.This study found:1)From 2010 to 2019,the national carbon peak carbon neutralization and ecological environment governance overall index and each dimension index has increased,and the distribution pattern in the spatial field is high in the east and low in the middle,high in the west and low in the east.2)From 2010 to 2019,the degree of coupling coordination between carbon neutralization and ecological environment governance across the country showed a steady upward trend as a whole.The coordination relationship can be divided into three stages in terms of time series: running-in coordination stage,primary coupling coordination stage,high-level coupling coordination stage.3)By measuring and analyzing the correlation between the carbon neutralization of carbon peaking and the comprehensive evaluation system and coupling coordination degree of ecological environment governance,it is found that the overall index value of carbon peaking and carbon neutralization is lower than the overall index value of ecological environment governance.Among the subsystems,the comprehensive index of industrial transformation,the comprehensive index of ecological carbon sequestration,the comprehensive index of water environment,the comprehensive index of air environment and the comprehensive index of pollution control have the highest correlation with the coupling coordination degree.In the microscopic dimension,the index of the proportion of secondary industry in GDP,the index of energy consumption per 10,000 yuan of GDP,the index of carbon dioxide emissions per unit of GDP,the index of nitrogen oxide concentration,the index of sulfur dioxide concentration,and the index of soot concentration is the main influencing factors of the coordinated development of neutralization and ecological environment governance in the peak carbon.4)Combined with the requirements of ecological civilization construction and green circular development,in order to improve the coupling and coordination relationship between carbon neutralization and ecological environment governance,this paper proposes to improve the legislative system,strengthen the Countermeasures and suggestions such as internal driving of the market,increasing support for scientific and technological innovation,and opening up participation channels. |
